Job Description

POSITION OVERVIEW

The Data Governance Program Manager is responsible for supporting the Director of Data and Business Analytics in the development of a vision and implementing a data strategy including data policies and practices to support NLC's research, business operations, and advocacy efforts. NLC is looking for a leader who is passionate about using large datasets to better understand and tackle complex business and policy challenges and able to engage and communicate with a wide range of internal and external stakeholders. This role requires experience with end-to-end project management, data quality assurance methods, data literacy training, and change management.

DUTIES AND RESPONSIBILITIES

Data Governance (35% of time)

  • Support Director of Data and Business Analytics in forming and leading NLC organization-wide data governance committee to guide and drive major data initiatives;
  • Develop data governance and management resources including standards, policies, processes, and procedures; and
  • Collaborate with NLC’s Digital Engagement, Marketing, and Communications (DEMC), IT, and HR teams to ensure that data policies align and comply with relevant privacy and security requirements.

Netforum Administration and Technical Support (25%)

  • Provide assistance and respond to information requests from NLC staff, member cities, state municipal leagues, and other stakeholders on issues related to data housed in Netforum;
  • Lead implementation of data and system integration projects to support NLC’s mission including scoping and coordination with vendors; and
  • Coordinate responses to staff Netforum support tickets.

Research and Analysis (20%)

  • Contribute to development of research materials including internal and external reports and data visualizations;
  • Contribute to long-term research and data strategy and vision including organizational analytics capabilities (e.g., machine learning and generative AI);
  • Identify and prepare federal and other publicly available datasets for research and analysis
  • Analytical approaches of analysis and research;
  • Coordinate with IT, DEMC, and other relevant NLC Centers to maintain thorough, up-to-date knowledge of data and systems across NLC; and
  • Help NLC teams think about their data strategically, what it tells them and how it can be used to drive their goals/objectives.

Data Staff training (15%)

  • Serve as RDA lead coordinator to develop NLC staff data and tools training

Other duties and projects as assigned (5%)

MINIMUM QUALIFICATIONS

  • Bachelor's degree in data science, computer science, or related degree is required, Master’s degree preferred;
  • 3-5yrs with ETL implementation in AWS, Google Cloud, or Microsoft Azure;
  • 3-5yrs experience assembling and managing large complex datasets using R and/or Python, and maintaining a data quality assurance process;
  • 3-5yrs experience using business intelligence tools such as ArcGIS, PoweBI, or Tableau to build data visualizations and dashboards;
  • 1-2yrs experience as associate management system (AMS) administrator with systems such as Netforum, Aptify, Salesforce, or Microsoft Dynamics;
  • Experience developing queries and manipulating data using SQL;
  • Experience with developing and delivering user training;
  • Strong qualitative and quantitative research skills;
  • Excellent oral, written, and interpersonal communication skills as well as ability to interact effectively with NLC members, representatives of other organizations, consultants, and all levels of NLC staff;
  • Experience developing and maintaining SharePoint sites, with Salesforce Marketing Module, and machine learning or generative AI tools a plus;
  • Familiarity with federal, state, and local government policymaking a plus.

WORK LOCATION

This hybrid position is based in Washington, DC, and requires three days on-site at our NLC headquarters.

SALARY RANGE

$71,333 - $114,500
