Accounting Officer II

Salary: $4,371.62 - $4,827.64 / Biweekly

$113,662.12 – $125,518.64 / Annually

(Depending on Experience)

DEFINITION

Under the supervision of the Accounting Manager, performs a variety of complex and professional accounting duties related to preparing financial statements, reviewing, and reconciling fiscal records, and monitoring financial transactions in accordance with prescribed accounting systems and generally accepted principles of accounting and auditing.

ESSENTIAL FUNCTIONS

  • Examines and analyzes accounting transactions to ensure accuracy; corrects financial records as necessary; prepares, analyzes, and verifies various financial reports and statements; and
  • Assists in monitoring various accounts and verify availability of funds and accurate coding and classification of expenditures; researches and analyzes transactions to resolve problems; and
  • Contributes to the preparation of the Authority's annual budget and cost allocation plans in compliance with federal and HUD regulations; and prepares budgeted line-item transfers for internal costing and charging purposes; and
  • Prepares or reviews journal entries and annual audit schedules; performs bank reconciliations and reconciliations of general ledger control accounts with subsidiary accounts; and
  • Processes vendor billings, cash receipts, deposits, and receivables, including tenant receivable in a timely manner; and
  • Assists the Payroll Officer I/II in reconciling quarterly payroll taxes and year-end W-2s.
  • Maintains and updates records for the Authority's fixed asset group of accounts in accordance with Governmental Accounting Standards Board (GASB) valuation, quality assessment, and reporting requirements; and
  • Assists in the audits with external auditors, various union groups, HUD, and other governmental agencies; and
  • Assists in the preparation of annual financial reports and the Authority's Annual Comprehensive Financial Report (ACFR); prepares, reviews, and reconciles HUD VMS and FDS reports; and
  • Recommends or implements changes in accounting and auditing systems and procedures; and
  • Assists in research, education, and implementation of new GASB statements; and
  • Research requested information and makes recommendations in response to inquiries and/or complaints.

MARGINAL FUNCTIONS

Performs other related work as required.

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in accounting or finance; and
  • Two (2) years of increasingly responsible accounting or auditing experience.

OR

  • Bachelor's degree in accounting or finance; and
  • One (1) year of experience performing the duties of an Accounting Officer.

Bilingual skills in ASL, Mandarin, Cantonese, Vietnamese and/or Spanish are a plus.

Equivalent combinations of education, training and experience will be considered.

KNOWLEDGE AND ABILITIES

KNOWLEDGE OF: Generally accepted accounting and auditing principles for governments, including fund accounting; modern office equipment and methods including use of computer applications in Word processing, spreadsheet, database, graphic presentation, DocuSign, Outlook, Adobe, virtual Zoom meeting; effective oral and written presentation techniques and practices; financial reporting and payroll processes; pertinent local, state and federal laws, HUD rules and regulations, especially as related to accounting, auditing and payroll; principles and practices of good customer service; principles and practices of work safety.

ABILITY TO: Independently analyze complex accounting and financial problems that require interpretation of regulations, guidelines and compliance issues; prepares financial/accounting reports, statements and related documents; interpret and apply laws, statutes and regulations pertaining to a variety of government accounting/financial programs; establish and maintain accurate records; monitor accounting activities relative to compliance with local, state, and federal requirements and professional standards; effectively use computer technology; communicate effectively orally and in writing; establish and maintain effective working relationships with employees, public officials, agencies, the public and vendors; maintain confidentiality of information; interact with co-workers in a respectful, tactful and effective manner.
