Plexos Group is currently seeking an experienced Senior Federal Grant Specialist to support a Program based out of Honolulu, Hawaii.

Description:

Responsible for supporting a team that identifies grant opportunities, prepares grant applications, secures grants of all types, and assists in the management of approved grants in specified functional and program areas. Work requires independent judgment to determine courses of action, ability to develop and articulate presentations of facts and support conclusions and recommendations. Supervision is received from a professional superior who evaluates work through review of completed projects. This is professional work of a specialized nature which involves problem solving and decision making. Independent judgment is exercised in performing duties which include coordination with the client; maintaining project records; reporting on work progress; the systematic investigation and research of client needs; and monitoring the administration of such programs.

Duties and Responsibilities:

  • Manage and Direct the review and implementation of funded federal and state grants, ensuring adherence to project timelines and objectives
  • Monitor grant budgets and narrative report requirements, track budget expenditures, and prepare required reports for both internal and external stakeholders. Identify and advise on potential risks and challenges associated with grant-funded projects and develop strategies for risk mitigation
  • Technical writing skills to include: executive summaries, budgets, budget narratives, timelines/charts, project schedules, project scope of work, application narrative, letters of support, and required forms.
  • Manage the creation, modification, and implementation of policies and standard operating procedures that ensure compliance and controls
  • Provides leadership and oversight on grant compliance requirements and works with finance and programs to develop organizational practices and processes for documenting grant information and activities, including audit compliance best practices
  • Works closely with finance and program/grant leads to ensure accurate financial reporting and procedural compliance on grants and sub-awards.

Minimum Qualifications:

  • Bachelor’s degree in Public or Business administration, preferably with some responsible experience in obtaining grants, administration of grants, or in an appropriate area of specialization.

OR

  • An equivalent combination of training and experience which provides the required knowledge, skills and abilities.

Knowledge, Skills and Abilities:

  • Knowledge of disaster recovery grant lifecycle;
  • Knowledge of UI planning
  • Knowledge of CDBG-DR and CDBG-MIT federal regulations;
  • Knowledge of the principles and practices of public and business administration;
  • Knowledge of the organization, functions and activities of the various sectors of the City, and those of other governmental agencies;
  • Knowledge of basic accounting principles and procedures;
  • Knowledge of research techniques and the sources and availability of current information;
  • Ability to initiate and install administrative programs and procedures and to evaluate their effectiveness;
  • Detailed document management;
  • Ability to prepare meaningful and informative special and regular financial and statistical reports;
  • Ability to exercise sound judgment in analyzing facts and arriving at conclusions;
  • Ability to establish and maintain effective working relationships with fellow employees and the general public;
  • Ability to follow complex oral and written instructions; Effective oral and in written communication skills.
