Job Description
PEMEX Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX, and is a part of the PEMEX group which is a fully integrated oil company in the Americas, working across the entire value chain: exploration, production, industrial processing/refining, logistics and marketing. PEMEX Deer Park provides a diverse and inclusive work environment that employs approximately 1000 employees with another 1200 contractors on site. The refinery’s rated capacity is 340,000 barrels per day and has the feed flexibility to process multiple grades of crudes to produce the high-quality transportation fuels the world needs. The Turnaround (TAR) Cost and Schedule Supervisor will lead the cost and scheduling teams responsible for budgeting, tracking, controlling, and reporting costs, as well as scheduling activities for TA-related events. They will oversee the implementation of cost and schedule management processes, ensure compliance with Downstream Turnaround & Finance Standards, and drive continuous improvement initiatives.
Responsibilities:
  1. Leadership and Supervision:
    • Lead and supervise the cost and scheduling teams, providing guidance, support, and mentorship to ensure effective cost and schedule management practices and team performance.
    • Foster a collaborative and supportive work environment that promotes professional growth and development.
  2. Cost Management:
    • Oversee the implementation of cost management and reporting processes for TA events consistent with Downstream Turnaround & Finance Standards and Recommended Practices.
    • Establish and comply with Work Breakdown Structures (WBS) in GSAP/SAP and Primavera, ensuring proper tracking through work orders and purchase orders.
    • Collaborate with TA planners and support teams on cost estimate details, consolidating budgets for all assigned turnaround events and planned pit stops.
    • Review and approve TA cost estimates and prepare Pre-spend and Financial Investment Decision (FID) proposal papers.
    • Review and approve required cost reports for each event and provide regular updates to the TA Steering team.
    • Analyze cost data, identify any troubled areas, and provide recommendations for corrective actions.
    • Ensure daily cost transparency during TA execution and flag any deviations from budgeted costs.
    • Ensure compliance with Financial Standard requirements, including closing POs and work orders, and integrate scope growth and addenda into the Cost Latest Estimate (LE).
    • Drive continuous improvement initiatives to streamline processes, reduce turnaround scope, and optimize costs.
    • Facilitate post-event critique sessions and participate in Lessons Learned and Lookback workshops to identify areas for improvement and best practices.
    • Facilitate turnaround and FBC (fixed bed catalyst) business planning through collaboration with budget owners and stakeholders.
    • Review Solomon turnaround index results and maintain the CPTQ (credible path to top quartile).
    • Close each Turnaround WBS to meet Financial Standard requirements, including closing POs and work orders vis the SOFA (statement of final account) process.
    • Maintain and deliver TA and FBC cash flow forecasts.
  3. Schedule Management:
    • Act as the primary point of contact for scheduling activities within the turnaround team.
    • Providing guidance and oversight to team members during the scheduling process.
    • Reviewing and approving the schedules developed by team members to ensure accuracy and alignment with project objectives.
    • Offering support and resources to team members as needed to address challenges or obstacles encountered during the scheduling process.
    • Monitoring progress and timelines of schedule development activities to ensure they are completed in a timely manner.
    • Facilitating communication and collaboration among team members to promote a cohesive scheduling process.
    • Ultimately, the supervisor ensures that the scheduling efforts of team members contribute to the overall success of the turnaround project.
    • Provide assurance to the detailed schedules, including pre-work and execution, for turnarounds using Primavera, ensuring alignment and interface with SAP work orders.
    • Ensure all schedules are fully resource-loaded and leveled, and activity relationships are determined for scope integration.
    • Coordinate with the Projects group to integrate event schedules with project activities, challenging and setting logic, and communicating the integrated schedule.
    • Identify opportunities to rationalize event scheduling efforts and streamline processes.
    • Consolidate all contractor labor cost time sheets during TA execution and support continuous improvement initiatives, looking for opportunities to reduce turnaround scope and cost with a commercial mindset.
    • Provide a critique of turnaround activities after completion of the event, participating in Lessons Learned and Lookback workshops to drive continuous improvement.
Qualifications:
  • Bachelor's degree in Engineering, or Construction Management.
  • Proven experience in cost engineering, scheduling, turnaround management, with a minimum of 7 years in a similar role, including 2 years in a supervisory capacity.
  • Proficiency in cost management software and tools, including SAP, Track and Primavera.
  • Strong leadership, communication, and interpersonal skills, with the ability to collaborate effectively across functions and disciplines.
  • In-depth knowledge of Downstream Manufacturing TA standards, processes, and recommended practices is preferred.
