Job Description

GENERAL INFORMATION
BENEFIT INFORMATION ABOUT THIS POSITION:

  • Initial Annual Leave Accrual of up 26 workdays, or 8 hours accrued per biweekly pay period, total of 208 hours, based on full time employment/compensated hours.
  • Annual Leave Redemption: The option to cash out up to 200 hours of accrued unused annual leave per year, based on established guideline and IRS requirement.
  • Deferred Compensation: Section 457 Plan and/or 401(k) Shared Savings Plan with up to a 3% match on your 401(k) contributions.
  • Health Plans: You are afforded a flexible credit of up to $800 biweekly for purchasing medical, dental, and/or vision insurance from a group of authorized plans, depending on coverage tier and eligibility.
  • Flexible Spending Accounts: Pre-tax benefit towards eligible medical, dental, vision and dependent care expenses.
  • Pension Plan: Participation in the County's defined benefit plan which has reciprocity with CalPERS.
  • Bilingual Incentive: Proficiency levels by exam are $.65 per hour (Level I), $.90 per hour (Level II) to eligible positions.
  • Holidays: 14 paid days per calendar year, plus a personal floating holiday.

General Information:

This classification is responsible for managing the day-to-day activities of the Human Resources Department. Overall responsibilities include, but not limited to developing and implementing personnel-related programs, policies and procedures that comply with local, state and federal laws and regula­tions. The incumbent is expected to work with the executive management team, other partner justice agencies and the Judicial Council of California to establish and maintain strong partnerships to meet court business, operating and judicial service requirements in a timely, efficient and high-quality manner. Area of responsibilities is broad in scope and requires seasoned judgment and a high degree of initiative and inde­pendence.

An employee in this class reports to the Director of Human Resources and assists in supervising the work of profes­sional, technical and administrative human resources staff performing all aspects of the human resources functions.

  • Assists in planning, organizing and evaluating the work of assigned professional, technical and administrative staff;
  • Works with department managers in developing and retaining qualified court staff to support a high-performance, customer service-oriented work environment;
  • Promotes the court's mission, objec­tives and values regarding teamwork, mutual trust and respect; applies process improvement and quality management principles to assigned areas of responsibility.
  • Participates in the development, enhancement and implementation of court policies;
  • Assists in managing the day-to-day activities of the court's human resource management department;
  • Collaborates with department managers and supervisors in ensuring that the court is in compliance with legal requirements and sound human resources practices affecting a broad array of human resources processes;
  • Participates in the court's employee relations program and activities; monitors the employee relations environ­ment; works with managers and supervisors on employee grievance and discipline issues; performs sensitive employee investigations; consults with employees and their representatives to identify and resolve employee/employer-related problems and issues;
  • Oversees the court's workers' compensation, return-to-work and job accommodations programs.
  • Researches situations and initiates proactive resolution of developing issues;
  • Participates in labor relations including negotiation, meet-and-discuss meetings and admin­istration of union contracts;
  • Advises executives, managers and supervisors on employee relations matters, including performance improvement plans, grievance and disciplinary procedures and actions, Skelly processes, dispute settlements, mediation and arbitration; works with employee and labor organizations to resolve problems; proposes and imple­ments new and revised employee relations policies;
  • Provides consulting on a variety of complex, sensitive and confidential organizational and employee-relations issues; confers with legal counsel on personnel matters and labor relations issues;
  • Analyzes new legislation and statutes for impact on human resources policies and procedures; confers with court attorneys on the interpretation of laws;
  • Assists the Director of Human Resources in the revision and imple­mentation of policies and procedures to comply with any new laws;
  • Represents the court in various Judicial Council of California sponsored human resources related training and forums;
  • May be ask to partici­pate on various task forces, job related association and committees;
  • Performs other duties as assigned.

MINIMUM REQUIREMENTS & QUALIFICATIONS (WITH OR WITHOUT REASONABLE ACCOMMODATION)
Progressively responsible work experience in human resources management which has led to the acquisition of the required knowledge, skills, and abilities. The required knowledge, skills and abilities are typically obtained completion of a Bachelor's degree in related field from an accredited four (4) year college or university, and at least seven (7) years of progressively responsible experience in human resources management including at least three (3) years of experience in employee relations and labor relations.

  • Theory, principles, policies and practices of human resources administration, including recruitment, testing, selection, equal employment opportunity, employee relations, labor contract negotiations, classification, salary and benefits design/administration, employee and management training and development, and performance planning/appraisal;
  • Principles and practices of labor relations, including negotiation and contract administration tech­niques, and provisions of all labor contracts and agreements;
  • Theory, principles and practices applicable to organizational improvement analysis and improvement intervention;
  • Practices and techniques of group facilitation;
  • Principles and practices of employee relations;
  • Trends and practices in human resource management;
  • Administrative principles and methods, including goal setting, program development and implemen­tation;
  • Federal, state and local, regulations and court decisions applicable to employment and labor laws;
  • Principles and practices of public or business administration, including strategic planning, budgeting, purchas­ing and maintaining public records;
  • The information technology systems as applied to payroll and human resources admin­istration;
  • Principles and practices of project management and implementation;
  • Research methods and statistical analysis techniques;
  • Principles and practices of effective business communications;
  • Customer service standards, policies and procedures;
  • Principles and practices of effective management/supervision;
  • Public agencies' personnel policies and labor contract provisions.
Ability to:
  • Plan, manage, supervise, assign, delegate, review and evaluate the work of staff engaged in the delivery of human resources programs;
  • Develop and implement comprehensive, effective human resources programs in assigned areas;
  • Consult effectively with executives, managers and supervisors to develop solutions to difficult organi­zational and people management issues;
  • Evaluate human resource management practices and make sound recommendations for improvement;
  • Define complex court-wide issues, perform difficult and complex analyses and research, evaluate alternatives and develop effective conclusions and recommendations;
  • Understand, interpret, explain and apply local, state and federal policy, laws and regulations applic­able to areas of responsibility;
  • Perform project management responsibilities, including developing logical and efficient project plans, establishing priorities, monitoring and managing task completion, anticipating and avoiding problems and working collaboratively with team members to ensure successful project results;
  • Prepare clear, concise and comprehensive studies, reports, correspondence and other written materials;
  • Communicate clearly and effectively both orally and in writing to diverse audiences and facilitate understanding/agreement;
  • Represent the Court effectively in negotiations and other dealings with employee and labor organizations on a variety of issues;
  • Operate a computer and use standard business and case management software;
  • Use tact and diplomacy dealing with sensitive and complex issues, situations and concerned people;
  • Establish and maintain effective working relationships with all those encountered in the course of work.

The employee works in an office environment where the noise level is moderate, with occasional conversation in the nearby offices or cubicles.
