Organizational Description

The Community Health Center Network (CHCN), sister organization to the Alameda Health Consortium, is made up of the eight federally qualified community health centers in Alameda County. CHCN functions as the managed care MSO for our health centers, contracting with the Alameda Alliance for Health. In order to help our health centers meet their missions of providing the best possible care to their communities, we also provide a broad range of training, technical assistance, quality improvement, information technology, and data analytic services.

POSITION SUMMARY

The Chief Information Technology Officer will be responsible for the design, planning and implementation of information and technology strategy, projects, budget, and operations for the Community Health Center Network, including our managed care MSO. The CITO works closely with the Executive team to continually adapt company systems and processes to be secure, robust and responsive in a rapidly changing work-place technology landscape. The CITO also leads our effort to advance strategic IT/IS initiatives, such as EPM/EHR, HIE, patient portals and data analytics, across our eight health centers.


ESSENTIAL POSITION RESULTS

I. Strategic Vision and Planning for CHCN

• Work with staff, Board, and consultants to develop, implement, and evaluate an IT strategy, plan, and budget for CHCN in alignment with our overall strategic plan.

• Develop strategic objectives and implement information technology capabilities responsive to the needs of the organization.

• Identify emerging information technologies to be adopted within the organization.

II. Technical Operations of CHCN’s MSO and other Business Information Systems

• Advise leadership in the definition, selection, implementation, and maintenance of IT systems for managed care operations, data analytics, population health management, value-based payment, etc.

• Maintain reliable and timely IT systems to process, access, and store data.

• Maintain well-functioning network, voice, and data communication systems.

• Develop, review, and certify all back-up and disaster recovery procedures and plans.

• Review and approve major contracts for computing and information technology services and equipment.

III. IT Systems Software Oversight

• Identify and onboard necessary IT systems and staffing resources to meet the changing needs of CHCN and to fill gaps of current systems functionality.

• Provide leadership to support adoption of current (Core Administration System, server and hosted environment) and new technology tools (e.g. data warehousing solutions, HIE, patient portals) across CHCN.

• Manage vendor relations with technology vendors.

IV. Cybersecurity

• Oversight to Security Officer who is tasked to assure HIPAA security compliance.

• Develops cybersecurity strategy and engages with Cybersecurity vendors and technologies to cover CHCN needs.

V. CHCN Network

• Oversight and management of member health center peer groups (e.g. IT and Security peer group) and committees (e.g. data governance committee).

• Engagement with member health centers and payor partners to support and collaborate on various technology initiatives.

VI. Supervision of IT Staff for CHCN

• Recruit, train, supervise, and manage best-in-class IT staff.

• Establish and implement short- and long-range departmental goals, objectives, policies, and operating procedures.

MINIMUM QUALIFICATIONS

Competencies

• At least 8 years of progressively complex experience in information systems management.

• Strategic Planning and budgeting experience

• Ability to use extensive experience and judgment to plan and accomplish goals integrating the standpoint of the mission and values of CHCN.

• In-depth knowledge of health care IT systems.

• Understanding of information technology trends and capabilities in health care.

• IT project management and contract negotiation skills and experience.

• Ability to manage multiple priorities.

• Outstanding communications skills working with all levels of the organization and with outside organizations, building trusting and collaborative relationships.

• Previous experience in hiring and developing a highly skilled IT team.


CERTIFICATES AND/OR LICENSES

• BS degree in computer field or equivalent experience.
