Job Description

Johnson Service Group (JSG) is recruiting for, Junior and Senior Purchasing Specialists, for a 12-month contract assignment supporting the Kennedy Space Center.  This position offers a W2 hourly base rate with time and a half for overtime.  Our client is targeting $55.00 - $85.00/hour for these roles (pending education and experience). 

 

U.S. Citizenship is required.

Local candidates highly preferred (per diem is not being offered).

 

Project Overview:
Located at Kennedy Space Center, the Mobile Launcher 2 (ML2) Project is the design and construction of a launch platform for NASA to provide an advanced launch vehicle that will fill America’s need for deep space missions.  The ML-2 project works a 40-hour, 5 day/8 hour schedule. Start times are flexible but the standard work week is Monday – Friday from 7:00 am to 3:30 pm. Overtime may be required as directed.

 

Responsibilities:

  • By reviewing the prime contract requirements, develops and prepares project master purchase proforma forms, including legal and commercial terms and conditions to be included in purchase documents for project commitments.
  • Prepares, maintains, and monitors project bidder’s lists, ensuring input is received from all procurement functions and other operational groups.
  • Forms, issues, and administers purchase orders.
  • Participates in the negotiations in the commitment of purchases, following review and approval of the proposed negotiating plan by the designated supervisor.
  • Provides supervision, training, and guidance to other purchasing personnel.
  • Maintains contacts with global business unit Procurement personnel, including functional supervisors, and other Procurement supervisors of Expediting, Supplier Quality, Traffic & Logistics, and Field Procurement.
  • Coordinate the project Purchasing operations and maintain an awareness of the performance and operating problems of contractors on other Bechtel jobs.
  • Coordinate the development of problem resolutions, of claims settlements, and other contractual matters.
  • Maintains contacts with corporate service departments such as Finance and Project Controls.
  • Maintains contacts with client personnel as authorized and or directed by the Project Procurement.

 

Education and Experience:

  • Bachelor’s degree in Business Administration, Supply Chain, or related field.
  • Senior: 6+ years of experience understanding Governmental Contracts and the flow-down of applicable clauses and requirements.
  • Junior: 3+ years of experience in business administration procedures, supply chain techniques, and business ethics.
  • Proficiency in all phases of procurement.
  • Proficiency and experience in the formation and administration of purchase orders.
  • Experience with procurements for Government projects.
  • Skill in working effectively with suppliers, bidder prequalification, preparation of bidders lists and compilation of bid requests.
  • Knowledge of Uniform Commercial Code or applicable commercial legislation.
  • Knowledge of negotiation of contracted terms and conciliation, and award of commitments.
  • Proficiency in administration of commitments, monitoring supplier performance, back charge procedures, and the resolution of claims and disputes.
  • Knowledge of international commercial conditions of buying as well as international suppliers.
  • Skilled in working with and communicating effectively both orally and in writing with other project functional groups, primarily Engineering, Construction, Project Management.
  • Materials management, expediting, and purchasing experience.
  • BPS experience with an understanding of stock codes and various construction materials.
  • Possess a good understanding of material types (electrical, piping, mechanical, and instrumentation)
