Job Description

Daybreak is looking for a Shelter Manager to assist in our mission of providing Miami Valley homeless and vulnerable youth with services that promote safety, stability, and well-being. This position will play a role in achieving our vision of a promising future for all youth.

Benefits and Perks: The annual salary range for this position is $45,000 - $54,000. The benefit package includes Health (PPO or HDHP), Dental, Vision, Life Insurance 50k, supplemental LIFE insurance, STD & LTD, Pet Insurance, a retirement plan, Employee Assistance Program, 10 paid holidays, Vacation - accrues up to 15 days (3weeks) annually and Sick leave - accrues up to 12 days annually. Daybreak offers hybrid (1 day a week) and flexible work schedules. This position will work 11:00am - 7pm with the ability to flex the schedule.

About Us: Daybreak was established in 1975 in Dayton, Ohio as an emergency shelter for runaway and homeless youth. Today, Daybreak operates the Miami Valley's only 24-hour crisis hotline and emergency youth shelter and has grown to include outreach, prevention, transitional housing, life-skills education, and other follow-up services for runaway, throwaway, and homeless youth.

Position Responsibilities: The Shelter Manager provides direct service coverage of the residential units, supervision of residential specialists', has 24-hour on-call coverage with the other staff, oversees the residential operations and the functioning of the residential staff. This position is responsible for the oversight, implementation, and monitoring of the 24-hour staff coverage of the Shelter. In coordination with the Shelter Director, develops and maintains a system of supervision with the Shelter staff to ensure effective dissemination of information, consistent application of policies and procedures, regular internal exchange of communication (including documentation of such exchange) regarding operational issues. Provides consultation for the Residential Specialist staff regarding client situations, hotline calls, scheduling, policies, procedures, and overall work performance. Ensures staff are thoroughly trained to carry out their respective job duties. Responsible for completing and maintaining shelter schedule and shift coverage. Assists the HMIS administrator, which includes entering and maintaining Shelter data, running/distributing monthly maintenance reports for Shelter, creating reports for grant reports and grant proposals. In coordination with the Shelter Director, collects and maintains data collection for Shelter regarding Program Key Performance Indicators (KPI), Agency Strategic Goals and Outcomes, and CARF Accreditation Standards. Ensures productivity standards of shelter staff established by the agency. Maintains a minimum of (10) hours of productivity each month. Attends weekly Team Meetings to discuss progress of Shelter youth. Completes front door assessments (FDA's) with adult youth seeking to obtain housing. Has regular correspondence with Montgomery County's Program Coordinator of Housing and Homeless Solutions. Completes and submits quarterly reports to grant funders. Collaborates with community partnerships to strategize how to best serve minor youth entering and exiting Shelter. Will be responsible for reviewing and signing off on entries/exits in CareLogic, collecting and maintaining statistical data for grant writing and reporting purposes, and assisting in maintaining and revising Shelter Handbooks and Shelter Policies and Procedures Manual. Completes and submits expense vouchers to the Finance Department. Maintains limits using natural and logical consequences as described in the Standard Operating Procedures (SOP) Manual. Utilizes the therapeutic milieu model to assist in managing the behaviors of self and youth and assuring that staff provides an adequate environment in the shelter for the clients to attain their goals and objectives in collaboration with the supportive services staff.

Position Requirements: Bachelor's degree from a 4-year college or university or education/experience equivalent to attending a 4-year university with at least 5 years working with the youth population. A minimum of 1 year of operations experience. Experience with target population, preferred. The ideal candidate is enthusiastic, flexible, self-motivated and a good problem-solver. They should have excellent communication, project management, and presentation skills and a understanding of training techniques and digital tools. Proficient in Microsoft Office.


It is the policy of Daybreak to ensure that the facility is in compliance with all license requirements and that all employees are fit for duty. Once a conditional offer of employment has been given, Daybreak requires that all prospective employees sign a background check release form and pass pre-employment testing before a start date may be given.

Background Check

Daybreak is required by State of Ohio law to perform a criminal background check, which includes fingerprinting, of eligible applicants. In addition to the fingerprints, Daybreak requires the following additional background checks.

  • Federal Exclusion databases including:
    • National Sex Offender Registry
    • Office Inspector General (OIG)
    • Nurse Aide Registry
    • SAM
    • of Developmental Disabilities (DODD)
  • Motor Vehicle Report

Pre-employment Testing

The following pre-employment tests will be conducted at Daybreak's expense. Tests include:

  • A tuberculin skin test or chest x-ray (by a physician of Daybreak's choosing)
  • A urine drug screening (by a testing facility of Daybreak's choosing)

Should the pre-employment reviews indicate that the prospective employee does not meet the employment requirements, Daybreak has the option of either not hiring the person or postponing employment until the condition prohibiting employment has been removed.

If the background or pre-employment checks contain information that the applicant has committed, been convicted of, or pleaded guilty to any criminal offense, unless the charge was a minor misdemeanor not involving violence or a sexual offense at least 5 years old, or if the applicant refuses to submit fingerprints for a criminal background check, the conditional offer of employment will be withdrawn immediately.

Pursuant to SB 38 (child-serving agency), if it is determined that the applicant has committed one of the disqualifying events listed on the attached Ohio Revised Code Disqualifier sheet may prevent employment at Daybreak.
