Job Description
Job Summary

This position is responsible for leadership and management of the Oyate Health Center (OHC) medical services. Develops, implements, and evaluates the medical practice delivery model in accordance with the goals of the Great Plains Tribal Leaders Health Board (GPTLHB) and assures delivery of quality medical services to the patients of the OHC.

Essential Functions

  • Provides leadership and management oversight of OHC medical staff operations related to budget, purchasing, personnel, administration, and performance management, ensuring safe and efficient patient care.
  • Development of standards and qualifications for medical personnel; participates in the recruitment and selectionprocess for medical providers.
  • Responsible for the credentialing and privileging of the medical staff; serves as the chair of the Credentialing Committee.
  • Performs clinical supervision of medical staff, including regular performance appraisals and feedback.
  • Provides supervision of clinical scheduling, call and leave for medical staff.
  • Provides supervision of continuing professional education, in-service training and orientation of new medical staff.
  • Approves student affiliation agreements and student rotations; responsible for overall performance of clinical students in the health center.
  • Ensures integration of medical services into OHC’s overall comprehensive services.
  • Advises on purchase of medical equipment.
  • Leads planning for the development of new clinical programs.
  • Facilitates medical staff/provider meetings.
  • Performs or delegates responsibility for quarterly medical record reviews for all medical staff focusing on quality of care and appropriate coding.
  • Assists staff with treatment modalities pertinent to OHC patient populations.
  • Approval of medical practice procedures and policies.
  • Oversee and maintain performance improvement processes.
  • Reviews results of patient satisfaction survey and reviews patient complaints.
  • Assists in promoting a medical staff environment in which the medical providers retain independent judgment and responsibility in the practice of medicine, subject to peer review, and recommendations.
  • Provides an environment in which the medical providers follow and abide by the ethics of the medical profession, all applicable federal, state and local laws and ordinances, and any and all other policies adopted by OHC.
  • Provide patient care within scope of license as needed.
  • Participate as a member of the OHC executive leadership team; serves as a liaison between medical staff and administration.

Supervisory Controls

The supervisor sets the overall objectives and resources available. The employee and supervisor, in consultation, develop deadlines, projects, and work to be done.

The employee is considered an expert and is responsible for planning and carrying out the assignment, resolving most of the conflicts that arise, coordinating the work with others as necessary, and interpreting policy on their own initiative in terms of established objectives. In some assignments, the employee also determines the approach and methodology to be used. The employee keeps the supervisor informed of progress and potentially controversial matters.

Completed work is reviewed only from an overall standpoint in terms of feasibility, compatibility with other work, or effectiveness in meeting requirements or expected results.

Guidelines

Guidelines include state and federal laws and regulations, OHC policies and procedures, OHC Medical Staff Bylaws, professional standards of medical practice, medical standing orders, and Centers or Medicare and Medicaid Services Conditions of Participation manual. These guidelines are not applicable to every situation encountered and require independent judgment, selection and interpretation in application.

Complexity/Scope and Effect

The work includes varied duties requiring many different and unrelated processes and methods that are applied to a broad range of activities or substantial depth of analysis, typically for an administrative or professional field. Decisions regarding what needs to be done include major areas of uncertainty in approach, methodology, or interpretation and evaluation processes that result from such elements as continuing changes in program, technological developments, unknown phenomena, or conflicting requirements.

The work requires originating new techniques, establishing criteria, or developing new information.

The work involves isolating and defining unknown conditions, resolving critical problems, or developing new theories.

The work product or service affects the work of other experts, the development of major aspects of administrative or scientific programs or missions, or the well-being of substantial numbers of people.

Contacts

The personal contacts are with employees in the organization but outside the immediate department. People contacted generally are engaged in different functions, missions, and kinds of work, and may be representatives from various levels and departments within the organization, partner organizations, Tribal affiliate organizations, and employees of other healthcare organizations. Personal contact, at this level, may also made with members of the general public, as individuals or groups, in a moderately structured setting.

The purpose is to influence, motivate, interrogate, or control persons or groups. The persons contacted may be fearful, skeptical, uncooperative, or dangerous. Therefore, the employee must be skillful in approaching the individual or group in order to obtain the desired effect, such as gaining compliance with established policies and regulations by persuasion or negotiation or gaining information by establishing rapport with a suspicious informant.

Physical Demands / Work Environment

The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. The employee must be able to read, write, speak and hear.

The environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, meeting and training rooms, requiring use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals. The work area is adequately lighted, heated, and ventilated.

Supervisory and Management Responsibility

This is a non-supervisory position that may provide functional direction, guidance and instruction to other employees when necessary. This position possess authority to assign, coordinate, and review quality and quantity of work of other employees. Instructs employees in specific techniques or technical methods for accomplishing work assignments. The employee may perform the same type of work as other employees, but may be responsible for performance of the more technically difficult, controversial, or sensitive work assigned to the unit or group.

Minimum Education and Experience Requirements

  • Doctor of Medicine or Doctor of Osteopathy degree from an accredited medical school and successful completion of post graduate training and an approved residency program.
  • Must have a permanent, full, and unrestricted license to practice medicine in any U.S. State or Territory.
  • Current, valid, unrestricted Drug Enforcement Agency (DEA) License.
  • Must obtain and maintain medical staff clinical privileges, including any licensure requirements.
  • This is an executive-level management position requiring post-secondary education and/or considerable experience.
  • Individuals must have applicable education and/or experience applying a wide range of concepts, principles, and practices of a professional or administrative occupation to difficult and complex work assignments; or applicable education and/or experience applying comprehensive, intensive, practical knowledge of a technical field, and skill in applying this knowledge to the development of new methods, approaches, or procedures.
