Description/Job Summary:

The Building People, LLC, has an open position open for a Property Management Specialist. The selected candidate will support the management, coordination, and execution of various property management functions in accordance with local policies and procedures within a government agency.

New Property Accountability

  • Accounting for new property acquired by government agencies.
  • Utilizes government Asset Management Databases (Microsoft Access)
  • Experience using ServiceNow Asset management application.
  • Recording the appropriate asset information and tagging/barcoding new assets.
  • Gathering appropriate backup information/documentation (purchase order, packing slip, etc.).
  • Providing asset documentation to Property Branch Managers, ensuring that the information is complete and accurate.
  • Updating the Asset Management Database when new assets are received, change location/user, or are disposed.

Process Work Requests

  • Monitoring the property management e-mailbox daily to ensure that all designated Property Management related requests are processed within a 3-day window.
  • Assisting customers to identify furniture needs and coordinate the delivery and setup of furniture.
  • Ensuring that offices/work areas for new staff are set up in accordance with existing guidelines prior to the customer’s arrival.
  • Processing staff/contractors exiting the agency as requested.
  • Ensure that all government equipment retrieved from exiting employees is returned to designated stakeholders within a 24-hour window.
  • Scan exit clearance folders in the designated file database.
  • Respond to routine service requests within 48 hours.
  • Respond to urgent service requests within 1 hour of receipt.
  • Monitor Property mailbox and respond to requests within a 24-hour period and update the spreadsheet and follow SOP accordingly.

Manage Excess Property & Disposal Actions

  • Pick up excess property at Property Branch Manager’s direction and arrange for labor services accordingly.
  • Arrange the pick-up of property within a 2-day window from receipt of excess documents.
  • Ensure verification of asset information, i.e., description, verification of certification statements prior to picking up equipment, serial number, bar code, make/model, and condition. Make corrections to the asset information as necessary.
  • Update the Asset Management Database within 2 days of a change of custodianship of property.
  • Determine disposition of excess property based on GSA guidelines.
  • Report excess property in a proper format in GSA Database. Verify data reported to GSA matches asset information.
  • Perform proper disposal actions by following GSA guidelines (i.e., report to GSA, direct donation, scrap).
  • Perform the appropriate actions within a 3-day period once disposition instructions are received from GSA.
  • Prepare all disposal actions, by properly preparing the asset (i.e., removing all identifying marks that tie property back to the agency), arranging pickup/delivery of the assets with the receiving organization, and arranging for laborer services to assist in the disposal activities.
  • Complete disposal file, including all actions taken for the asset, the original notice of excess, and any correspondence related to the disposal action and all applicable forms.
  • Prepare all paperwork (i.e., changes, removals) correctly keying changing and retiring assets from the Asset Management Database
  • Arrange physical disposal (i.e., contact GSA, call scrap vendor, e-waste, etc.).

Inventory

  • Participate in the annual inventory (and other periodic inventories as required) and the reconciliation of the agency’s assets as directed by the Property Branch Manager or their designee.
  • Property Support for Field Offices
  • Send field staff an email every month with the Property Branch Manager included in correspondence to inquire if they have a need for property services, i.e., e-waste disposal and excess property.
  • Update the Asset Management Database within 2 days of reporting the property.
  • Determine disposition of excess property based on GSA guidelines.
  • Report excess property in a proper format in GSA Database. Verify data reported to GSA matches asset information.
  • Perform proper disposal actions by following GSA guidelines (i.e., report to GSA, direct donation, scrap).
  • Perform the appropriate actions within a 3-day period once disposition instructions are received from GSA.
  • Scan excess file documentation in the designated file database.

Required Experience & Skills:

  • Three (3) years of experience in inventory and property management.
  • Familiar with property management regulations set forth by the General Services Administration
  • Three (3) years of experience conducting physical inventories and reconciliations.
  • Must be physically able to stand for long periods of time, lift equipment weighing up to 50 lbs., bend, and stoop.
  • Must be task-oriented and have stellar communication and customer service skills.
  • Ability to use carts and dollies and other warehouse tools and equipment.
  • Ability to provide clear guidance to the Receiving Unit laborers to perform work in the furniture storage areas.
  • Excellent organizational skills
  • Ability to work independently.
  • Ability to pass a security background investigation.

Required Education:

  • High School Diploma or GED
