POSITION SUMMARY

The Inpatient Services Manager coordinates day-to-day Hospice services and is available 24 hours a day, 7 days a week to ensure the delivery of safe, efficient, and high-quality patient care. The Inpatient Services Manager is responsible for the planning, implementation, delivery and supervision of direct clinical services provided to patients and families, coordinates the activities of the interdisciplinary team, and oversees the efficient use of all resources. He/she supervises all assigned staff; serves as the liaison between physicians, interdisciplinary team members, and other service providers; monitors compliance with agency policies and procedures related to clinical services; and participates in the quality improvement initiatives of the organization. He/she also assists in coordinating the clinical rotation of medical, nursing, and other allied health students within the organization.

QUALIFICATIONS

Education: Graduation from an accredited school of nursing Bachelor of Science in Nursing (BSN) preferred).

Experience: Minimum of three years’ experience in a hospital, home health agency, hospice, or related setting within the previous five years; minimum of one-year supervisory experience also required.

Licensure: Licensed as a Registered Nurse (RN) in Arkansas.

Additional Requirements: Arkansas driver’s license, automobile, and automobile insurance required.

PRIMARY RESPONSIBILITIES

1. Oversees clinical supervision of all personnel (RNs, LPNs, CNAs, Chaplains, and Social Workers).
• Implements a system of on-going evaluation of all clinical staff
• Provides input into the evaluation of all clinical staff
• Coordinates ongoing review, evaluation, and modification of patient care
• Conducts appropriate supervisory rounds, allowing time for clinical observation of performance of clinical staff

2. Oversees staffing. Participates in the selection and assignment of staff.
• Advises Program Director when additional staff are needed
• Conducts interviews for clinical staff positions as needed.
• Recommends hiring, retention, and termination of personnel to the Program Director.
• Oversees and adjusts staff scheduling as needed; prevents overstaffing; utilizes PRN staff effectively

3. Ensures timely initiation of care by appropriate disciplines upon the admission of the patient to the hospice program.
• Serves as the liaison between physicians, interdisciplinary team, and other service providers.

4. Supervises the planning, coordination, and delivery of the interdisciplinary team interventions.
• Ensures that interdisciplinary team meetings are conducted at least every fourteen days.
• Presides at regular interdisciplinary team meetings or delegates responsibility to Charge Nurse in Inpatient Services Manager’s absence
• Ensures that minutes are recorded to document effective interchange, and that reporting, and evaluation occur.
• Provides leadership in the development, review, and revision of the patient/family Plan of Care and the delivery of team support
• Facilitates problem-solving sessions.

5. Serves as a member of the clinical management team in order to address problems associated with the delivery of clinical services and staff development needs.
• Offers suggestions for appropriate additions/changes in policies and procedures to the Program Director.
• Provides peer input to enhance and improve the middle management function.

6. Supervises in cooperation with the Director of HIM the maintenance of medical records, assuring agency completeness and compliance with licensing regulations, certification standards, legal, and ethical standards. In collaboration with the Director of Education and Quality/designee ensures that:
• Closed patient charts are reviewed and completed within 7 days of discharge, and
• Deficient charts are corrected in a timely manner.
• Census and acuity levels are updated daily.
• Narcotic logs are accurately maintained.
• Refrigerator temperatures are checked daily.
• Weekly hot water temperature log is maintained.

7. Participates in the implementation and evaluation of the agency’s QAPI program. In collaboration with the Director of Education and Quality:
• Monitors Performance improvement of medical/nursing components of hospice.
• Implements and evaluates performance improvement program related to patient care services.
• Ensures agency’s compliance with all applicable federal and state laws, local regulatory agency standards, and organizational policies and procedures
• Promotes performance improvement education for clinical staff members, patients, families and community.
• Prepares written reports as assigned.

8. Participates in providing in-service programs and ongoing education of nursing personnel, CNA’s, other staff, and contracted providers.
• Assists in the planning, implementation, and evaluation of ongoing education/training programs for clinical staff and patients.
• Coordinates orientation program for new nursing staff.
• Participates in volunteer training as requested.
• Provides specialized nursing skills/consultation where required.
• Provides leadership and counsel to nursing personnel to enhance staff development.
• Works in collaboration with the Clinical Educator to assure that CNA’s receive 12 hours of mandatory training per year; maintains a logbook of training hours for all CNA’s who are being utilized in that in-patient facility

9. Participates in marketing the services of Arkansas Hospice
• Provides community programs to enhance education and information about hospice in general and Arkansas Hospice services when appropriate.
• Develops and maintains contacts/relationships with providers and appropriate community agencies/services.
• Promotes provider/interagency relations/cooperation in order to facilitate referrals.
• Provides tours to families, patients, physicians, and others interested in the hospice center.

10. Assists in the coordination of the clinical rotation of affiliating medical, nursing, and other allied health students.

11. Participates in agency committees, task forces, and events as required.

12. Ensures that chaplains and social workers receive discipline specific orientation, training, professional guidance, and continuing education.

13. Receives calls for emergencies/questions/concerns 24 hours a day, 7 days a week as needed.

14. Ensures timesheets are processed timely/accurately and turned into the accounting office by the established deadline.

15. Performs other duties as assigned.

16. Complete performance evaluations for all assigned staff in a timely manner.

17. Develop departmental budget and manage expenses within established limits.

18. Actively participate in performance improvement activities.

19. Actively supports and cooperates with other departments/disciplines in order to achieve organizational goals.

20. Maintain confidentiality of all information.

21. Utilize and model excellent customer service skills at all times; seek opportunities to assist patients, families and co-workers; demonstrate teamwork and cooperation.

22. Accept direction and follow instructions from supervisor; seek additional information as needed; work with minimal supervision.

23. Adhere to all organizational and departmental policies and procedures.

24. Continually meet organizational standards for attendance and punctuality; notify supervisor in a timely manner when employee will be absent or late for work.

25. Attend all required meetings and in-services; seek opportunities for additional professional development activities as appropriate.
