POSITION SUMMARY:

The Facility Safety Manager oversees the Houston Food Bank’s (HFB) health, safety, environment, and emergency operations. This role provides directional leadership for standards for facility safety, as well as develops and manages: 1) (OSHA) Compliance programs, 2) First Responder programs, 3) Emergency Response Plans and drills, and 4) related Safety Orientation Programs. This role develops and maintains working relationships and lines of communication with local and state emergency management personnel and other organizations involved in disaster relief and recovery for HFB.

ESSENTIAL JOB FUNCTIONS:

  1. Ensures all safety related functions and programs meet or exceed regulatory compliance expectations.
  2. Promotes safety awareness, accident prevention, and employee involvement in regard to a safe work environment.
  3. Ensures employees, contractors and vendors have an understanding of the safety expectations of the organization.
  4. Oversees OSHA compliance, record-keeping compliance, personal protective equipment selection, and conducts compliance audits at HFB facilities.
  5. Participates and supports all audits related to areas of responsibility.
  6. Recommends, develops, and implements new approaches, programs, procedures, and training to effectively improve the efficiency of the departments and services performed.
  7. Furnishes, analyzes, and interprets data on safety concerns to leadership, as necessary.
  8. Develops, updates, and follows a written Handbook and Training Manual, including standard operating procedures (SOPs) for areas of responsibility.
  9. Develops and oversees the creation and delivery of training, Continuity of Operations, and mock exercises to prepare the food bank to effectively respond during emergencies.
  10. Participates in the selection and oversight of vendors and contractors; including defining and preparing the scope of work and ensuring work is completed satisfactorily.
  11. Collaborates with Benefits on all work-related injuries.
  12. Supports reasonable suspicion drug testing policies in accordance with established guidelines.
  13. Supports the Feeding America network in emergency situations and serves as a subject matter expert in continuity of operations.
  14. Serves as a liaison by building strong relationships with key disaster stakeholders.
  15. Equips all HFB department’s leadership and designees with the proper guidance and training to prepare, respond, and recover from an emergency, including supporting departments with Continuity of Operations Plan (COOP).
  16. Attends disaster related conferences as participant, trainer, monitor, and/or presenter.
  17. Provides annual tabletop exercises for leadership team, leads the committee on service priorities, and serves as subject matter expert for the food bank and network.
  18. During disaster response, supports, attends meetings, and provides feedback to ensure continuity of operations is followed, ensuring Disaster Policy and COOP are followed.
  19. Following a disaster, facilitates after-action sessions and reports.

SUPERVISORY RESPONSIBILITIES:

May manage one (1) or more director reports and indirectly provide guidance and/or oversight to employees and/or contractors. Carries out responsibilities in accordance with the organization's policies and applicable laws. Develops and maintains roles, responsibilities, and expectations. Practice performance management in support of associate development, and perform administrative duties associated with being a manager of associates. Responsibilities include interviewing contractors, planning, assigning, and directing work, and resolving problems. Responsibilities also include sponsoring, directing, coordinating, and supporting project and process improvement teams, and participating in and/or supporting project teams sponsored by other management team members.

QUALIFICATIONS:

Education/Experience:

  • Bachelor's degree from an accredited four-year college or university
  • Demonstrated working knowledge of OSHA and EPA regulatory requirements
  • 3-5 years of experience in emergency management or disaster response
  • Proficient knowledge of Occupational Safety and Environmental Regulation
  • Workers’ Compensation experience preferred

Certificates, Licenses, and Registrations:

  • Must have reliable transportation, a valid driver’s license, and insurance.
  • Occupational Hygiene and Safety Technician (OHST) or Associate Safety Professionals (ASP) certification or ability and willingness to become certified within 2 years
  • HAZWOPER 24 certification required within first 90-days of employment / 40 strongly preferred

  • Excellent verbal and written communication skills in order to communicate with all levels of the organization and ability to speak and deliver presentations to individuals and groups.

Carries out responsibilities in accordance with HFB policies, applicable federal and state laws; including the EPA, OSHA, MSDS, USDA & Texas health and safety laws, as well as, grant and/or funding requirements or regulatory operating standards.

PHYSICAL REQUIREMENTS:

The physical requirements described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of the job, the employee is required daily to analyze and interpret data, communicate, and remain in a standing or stationary position for a significant amount of the workday; and often access, input, and retrieve information from the computer and other office productivity devices. The employee must regularly move about the office and around the facility, use hands, wrists, and fingers to grip, type, and write. The employee must frequently lift 25 pounds and occasionally 50 pounds. The employee will need to have the average ability to hear horns, warnings, and alerts associated with a warehouse. The employee must occasionally travel to other sites for business.

WORK ENVIRONMENT:

The work environment characteristics described here are representative of those employee encounters while performing the essential functions of this job. While the job is generally performed in an enclosed office environment, the employee is occasionally exposed to wet and/or humid conditions, strong food-related smells, and outside weather conditions. The noise level in the office environment is typically quiet, but the employee will be occasionally exposed to loud noise levels (e.g., horns, fans).

TRAVEL REQUIRED:

Travel is required for this position (up to 10% of the time and on a domestic basis within our 18-county service area).

This role supports hours of operations at the Houston Food Bank facilities, as necessary, and may require flexibility (e.g., times of disaster, community events, company events).
