Job Description

SUMMARY

The Center’s Information Systems (IS) Director oversees the information technology at the center. Responsible for the procurement, implementation, and maintenance of telecommunications, practice management, and electronic health records systems. The IS Director also oversees IT support staff and vendors.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Procures and supports information technology for the center.

a. Maintains technical expertise to evaluate center IS needs.

b. Issues requests for proposals, reviews responses and products, and makes recommendations regarding IS technology for the center.

c. Oversees purchase from and continuing IS vendor relations.

d. Provides or oversees provision of technical support to all center staff in their use of network services, telecommunications, the practice management system, and the electronic health records system.

e. Local Area Network support

A. Provides technical support for center office local area network (LAN) and computer hardware, servers, operating systems, and applications.

B. Monitors hardware and software for necessary updates, purchases and installs those upgrades.

C. Repairs computers and servers or coordinates repairs done by outside consultants.

D. Configures and maintains antispam and email server; adds, deletes, and configures email accounts; reviews spam emails and forwards any improperly blocked emails to proper recipients; provides anti-spam and Simple Mail Transport Protocol (outgoing email server) services for center.

E. Configures and maintains anti-virus software and for necessary updates, purchases and installs those updates/upgrades.

f. Wide Area Network support

A. Responsible for LAN file server and website content backups and restoring any lost data, as well as wide area network (WAN) remote data backups and restoring any lost data.

B. Supports switches, routers, firewalls and T1 lines.

g. Phone system and A/V support.

A. Provides or oversees provision of technical support for installing, maintaining, and troubleshooting video conferencing codecs and multipoint control units (MCUs). This also includes quality of service (QOS) configuration within the WAN to maximize quality while utilizing minimum bandwidth.

B. Trains health center staff to use their video conferencing systems.

C. Provides or oversees provision of technical support for installing, maintenance, and troubleshooting the phone and voicemail system and all audio/video presentation equipment on and off site.

2. Provides direction regarding information management at the center.

a. Serves on center committees as assigned.

b. Prepares and submits monthly written reports on IS Department issues, concerns, program status, initiatives, and progress to the CEO. Prepares specific reports as requested by the entity’s administration.

c. Designs, develops, and implements appropriate IS Department policies, protocols and procedures which follow the most current accepted industry standards.

d. Assists in the preparation of an operating budget for the IS Department, and in conjunction with the CFO, oversees compliance with the IS Department’s budget. In addition, prepares special grants and project budgets as required to meet the goals of the corporation.

e. Participates in short- and long-term program planning for the IS Department and the entity, including development of goals and objectives.

f. Provides consultation to the CEO and the Board of Directors regarding the Center’s IS.

g. Travels when necessary to fulfill the entity’s needs and attends meetings as necessary to represent the Center.

h. Participates in the preparation of grant applications for the Center and assumes primary responsibility for developing and implementing the IS plan.

i. Assists in the coordination and integration of the corporation’s IS programs and services with other corporate programs and services for the welfare of the corporation’s patients.

j. Assumes responsibility/accountability for delegating, directing, and supervising IS activities. Trains, mentors, and supervises IT staff. Supervises, advises, counsels, disciplines, and evaluates all IS staff, including health records staff, in conjunction with the Executive Director.

k. Participates in the analysis of how IS can address community health problems and assists in the development of the community health care plan.

l. Participates in Compliance and Performance Improvement activities for continuous quality improvement and risk management purposes.

m. Participates in the review and development of IS policies, especially those regarding the privacy and security of center data.

n. Serves as a resource and positive, proactive leader for the department.

3. Always maintain professional courtesy.

4. Performs all other related duties as assigned.

Knowledge, Skills, and Abilities

Required

  • LAN/WAN experience
  • Knowledge of public health principles and practice, primarily health data privacy and security standards
  • Knowledge of anti-virus, email, and anti-spam systems
  • Ability to effectively present information in small group situations to patients, Center staff, and the public

· Excellent interpersonal and written communication skills

· Demonstrated ability to work in a matrixed environment.

· Successful negotiation and conflict resolution skill sets

· Accurate, focused, and flexible

· Highly organized

· Demonstrated knowledge of Microsoft Office (PowerPoint, Word, Excel), Microsoft 365, EPIC, and project management software

Preferred

  • Familiarity with firewalls, switches, and routers.
  • LAN/WAN Network certifications
  • Administrative, management, PI/RM, and budget development experience
  • Experience with Epic

Special Requirements

The employee must be able to lift and/or move more than 50 pounds. Requires full range of body motion including manual and finger dexterity, and eye/hand coordination. Requires sitting, standing, and walking for extensive periods of time. Requires working under stressful conditions or working irregular hours. Requires frequent exposure to communicable diseases, body fluids, toxic substances, medicinal preparations, and other conditions common to a clinic environment. The employee frequently is required to reach with hands and arms. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. The ability to work at a moderate noise level in the work environment is required.

EDUCATION AND/OR EXPERIENCE

· Bachelor’s degree or equivalent (IT-related)

· Customer service experience

· Helpdesk experience

REQUIREMENTS

· Valid driver’s license or reliable transportation

TRAVEL

This position requires flexibility and ability to travel to FCC sites in Tyler, Athens, and Jacksonville.
