JOB DESCRIPTION

Provide technical support and perform service necessary to maintain compliance with Federal, State, Local, and DoD policies in the management of programs directly impacted by the Toxic Substance Control Act (TSCA). The candidate shall notify the ACOR or COR of major delays which are anticipated to greatly impact the installation's regulatory compliance with programs related to TSCA. Fort Knox must remain in compliance with Federal, State, Local, and DOD laws, regulations, and polices in managing Asbestos Containing Material (ACM), Lead-Based Paint (LBP), Fungi or Mold, and Radon protocols as governed by the Toxic Substance Control Act (TSCA) and the Clean Air Act (CAA). Fort Knox is required to execute the Asbestos, Lead-Based Paint, Radon, and the Mold Management Plans which outline processes and procedures required of EPA, OSHA, and the State of Kentucky for the surveying, sampling, analyses and abatement of ACM, LBP, Mold and Radon.


Duties:

  • Assures regulatory compliance is achieved for all environmental resource related issues
  • Conduct asbestos surveys/inspections, lead-based paint surveys/inspections, and mold assessments
  • Review previous survey data, collect up to 1200 samples annually, evaluate lab analysis, recommend abatement actions, and prepare reports for Garrison owned facilities
  • Prepare a chain of custody, and package and ship samples to the government contracted laboratory
  • Prepare asbestos, LBP, and mold report for each project to the requesting proponent
  • Conduct annual surveillance inspections, review work plans for technical sufficiency and/or scopes of work, ensure regulatory compliance, assess the condition of friable and non-friable asbestos containing material (ACM) and LBP conditions
  • Receive, provide quality control, and submit NESHAP forms to the State within two working days of receiving the required information to complete the NESHAP forms
  • Coordinate and review abatement designs and work plans with ACOR or COR and abatement Contractor to ensure environmental regulatory compliance
  • Maintain the asbestos file repository with all pertinent reports, sample data, work plans, inspection findings, shipping records, etc. in the designated file retention location determined by the ACOR or COR
  • Inspect and track information regarding lead-based paint (LBP) to ensure the installation stays in compliance with applicable regulations and guidance, and that workers and building occupants are protected
  • Provide mold technical guidance by conducting visual inspections and environmental testing to characterize if mold contamination is present, and prepare detailed reports summarizing findings and recommendations for remediation
  • Submit all samples for analysis to the government contracted laboratory for TSCA sampling & analysis
  • Provide regulatory guidance for radon related activities (i.e., sampling locations and quantities, risk levels, laboratory analysis, mitigation recommendations, etc.) by identifying the need for radon sampling in buildings owned and operated by the Garrison
  • Provide consultation for TSCA related activities, by identifying the need for industrial hygiene services and other studies, surveys, and designs for achievement and maintenance of compliance with federal, state, local, DoD, and Army regulations
  • Provide guidance to DPW Divisions, Preventive Medicine, Garrison Safety, and other units/agencies on TSCA matters.
  • Attend meetings, and provide technical guidance for the TSCA Program in developing slides or providing input at the request of the ACOR or COR.
  • The Contractor shall report verbally, all violations or potential violations noted during inspection or site visits to the ACOR or COR within two hours of identification

Qualifications:

  • Bachelor's degree in environmental science or a related field
  • Minimum of five years of directly applicable experience
  • Must have and maintain certifications for The Commonwealth of Kentucky Asbestos Inspectors/Management Planner, Asbestos Abatement Project Supervisor, Asbestos Project Designer, Lead-Based Paint Inspector/Risk Assessor, and an Indoor Air Quality Professional
  • Able to maintain a drivers license, work at elevated heights, carry heavy ladders and tool bags, maintain government provided equipment, use thermal imaging camera and other indoor air quality meters, work in crawlspaces, be able to crouch and crawl when necessary, able to wear a NIOSH-approved half-face respirator fitted with P100 filters, must be a self-starter, organized, and collaborate well with others
  • Must be able to conduct awareness training in groups, classroom, and auditorium settings
  • Able to manage multiple projects at a time
