Job Title: HR Recruiter

Department: Administration

FLSA Status: Non-Exempt

Summary

Under the direction of the Director of Human Resources, the HR Recruiter is responsible for researching, developing, and implementing the full life cycle recruiting needs of the company. This includes placing and updating job ads (internally and externally), pre-screening and interviewing, recommending candidates, and any other pre-employment or onboarding needs as determined by management.

Essential Functions

The duties listed below are the specific duties and tasks that someone in this position must accomplish (i.e. why the job exists.) These are the core responsibilities of the position that cannot be modified or eliminated.   • Partners with hiring manager to determine staffing needs. Maintains a direct role in managing and dealing with internal and external customers to ensure that standards are met for the position.
  • Screens resumes, schedules and conducts interviews with candidates (by phone, virtually, or in-person), administers appropriate assessments and reference/background checking, makes recommendations for hire (or not hire) and delivers employment offers for both exempt and non-exempt position openings.
  • Serves as an expert for recruiting candidates.
  • Uses traditional and nontraditional resources, such as career fairs, online job fairs, community network events, etc., to identify and attract quality candidates.
  • Develops advertising programs (internal and external) to ensure high visibility with potential candidates.
  • Manages the internal transfer process, including screening, coordination of interviews with hiring manager, transfer offer letters, etc.
  • Follows up with candidates and hiring managers to obtain feedback regarding recruiting process.
  • Develops and maintains an excellent relationship with internal and external clients to ensure achievement of staffing goals.
  • Communicates important employment information during delivery of employment offers (e.g., benefits, compensation, noncompete agreements).
  • Serves as (confidential) point of contact for all BLM employees regarding HR concerns. Escalates to HR Director or HR Generalist as necessary.
  • Accepts and manages projects/tasks as assigned by HR management to support overall BLM HR initiative.
  • Responsible for BLM employee and candidate files including resumes, offer letters, background check results, drug screen results, motor vehicle records, various pre-employment documents, orientation paperwork, and I-9 maintenance.
  • Manages current candidate activity in the applicant tracking system (ATS).
  • Manages application/resume file and retention according to company policy.
  • Maintains memberships and affiliations with trade/professional organizations related to industry.
  • Conforms with and abides by all regulations, policies, work procedures and instructions.
  • Maintains a safe work environment and operates within OSHA/MIOSHA guidelines.
  • Able to work the required overtime necessary to complete the job.
  • Other duties as assigned by management.


Education and Experience

  • Three (3) to five (5) years in recruiting for a wide variety of positions/industries and managing all phases of the recruiting and hiring process.
  • General knowledge of Human Resource administration and laws, especially governing recruitment/recordkeeping/benefits and payroll.
  • Previous experience with Cornerstone Recruiting and Onboarding software preferred.

  • Accurate; detail oriented.
  • Highly organized. Must have excellent time management skills.
  • An effective team player who is able to work with all levels of team members and with all different types and levels of customers.
  • Above average ability in Microsoft Office (Word, Excel, Outlook, Teams).
  • Prior experience with ATS software required. ADP Recruiting software preferred.
  • Knowledge of common and strategic recruiting resources
