Summary

Responsible for the preparation and processing of all payroll runs, balancing and review of all output, investigation and correction of errors associated with payroll data audits. Responsible for the processing of wage loans, payroll adjustments, imputed income adjustments, benefit adjustments, special bonus awards and commission payments. Responsible for production of special payments to employees, including grossed-up adjustments, commissions, incentives, etc. Responsible for preparation of payroll related journal entries. Basic knowledge of local, state and federal tax regulations related to payroll.

Essential Job Functions

  1. Maintain accurate records; prepare payroll and IRS filings, accrued compensated absences, retirement, and garnishments.
  1. Responsible for reconciling vacation, personal and sick leave at year end
  2. Ensure payroll and HR module within the time and pay system are aligned and used to their fullest capabilities
  3. Answer payroll inquiries and resolve all discrepancies as they arise
  4. Assist in the preparation of monthly financial reports and accruals
  5. Monitor coding assignment, cost allocation to accurate GL codes
  6. Assists with annual regulated audits including Workers Comp and 401(k)
  7. Compiles payroll data, and enters data or computes and posts wages, and reconciles errors, to maintain payroll records
  8. Compiles payroll data, such as hours worked, taxes, insurance to be withheld from time sheets and other records
  9. Prepares computer input forms, enters data into computer files, or computes wages and deductions and posts to payroll records
  10. Prepare and process bi-weekly on cycle payroll runs
  11. Reviews wages computed and corrects errors to ensure accuracy of payroll
  12. Record changes affecting net wages, such as exemptions, insurance coverage, and loan payments for each employee to update master payroll records
  13. Record data concerning transfer of employees between departments
  14. Prepare Payroll Transfer Invoicing to be debited or credited to each department
  15. Prepare periodic reports of earnings, taxes, and deductions
  16. Keep records of leave pay and nontaxable wages
  17. Prepare and issue paychecks for all THA employees
  18. Assist with the payroll interfacing of time and pay to Yardi, posting of payroll data into the general ledger
  19. Preparation and processing of insurance audit reports in compliance with the applicable state and federal agencies
  20. Distribute reports to third party administrators on a quarterly, monthly and annual basis
  21. Prepares a variety of payroll related documents ensuring accurate calculations and compliance with federal and state laws
  22. Ensures compliance with applicable federal, state and local regulatory reporting requirements and guidelines
  23. Maintains confidentiality of sensitive employee data, ensuring all payroll information, files and records are maintained in accordance with federal, state and local laws
  24. Ensures payroll accuracy, resolves payroll and timekeeping issues, audits and reviews payroll results and prepares payroll documents and reports for management
  25. Participates in modifications and enhancements to the time and pay systems
  26. Process wage loans, payroll adjustments, imputed income adjustments; benefit adjustments, wage garnishments, levies, and all other employee related withholdings
  27. Processes adjustments related to the recovery of wage loans, overpayment of disability vs. payroll disbursements
  28. Process and report Tax Liability and Unemployment reporting to government
  29. Process and transmit payment for Pension according to regulations of Federal, State and Local Government to contract providers
  30. Computes and disburses wages and salaries, deductions, taxes and other withholdings for special payrolls and provide supporting documentation to Comptroller for review
  31. Interface with American Payroll Association, IRS, DOL and other agencies to answer questions on behalf of company and employees
  32. Prepare monthly report reconciling accrued payroll accounts and compensated absences
  33. Implement “going green” projects based on a department schedule
  34. Prepare the audit support for the cash, long term liability, eLOCCS reconciliation, prepaid and occupancy, fixed asset lead schedule
  35. Responsible for other duties assigned by Comptroller


Knowledge, Skills, and Abilities
  1. Knowledge of accounting theory, principles and practices
  2. Knowledge of automated accounting systems
  3. Knowledge of business English
  4. Knowledge of modern office practices, procedures, and equipment
  5. Knowledge of Department of Housing and Urban Development (HUD) rules and regulations that apply to public housing accounting
  6. Knowledge of the principles of communication
  7. Ability to communicate technical ideas clearly and effectively both orally and in writing
  8. Ability to establish and maintain financial records and reports using computer software
  9. Ability to analyze and audit accounting, fiscal, payroll and leave data and reports
  10. Ability to generate records, receipts, and reports efficiently using a computer and calculator
  11. Ability to manage multiple priorities and multiple demands to accomplish tasks in accordance with established requirements
  12. Ability to prepare clear concise reports and make appropriate recommendations
  13. Ability to use sound judgment in order to make decisions in accordance with established procedures and guidelines
  14. Ability to understand and interpret housing authority and HUD regulations and procedures, and take appropriate action based on those regulations and procedures
  15. Ability to establish and maintain effective working relationships with co-workers, consultants, contractors, residents, HUD and other government officials


Minimum Qualifications

  • Requires High School graduation or GED equivalent supplemented by specialized courses/training in finance or accounting equivalent to completion of one (1) year of college.
  • Requires one (1) year of experience processing payroll; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.
  • Other: Valid Florida Driver’s License
