Position Title: Associate Director, Community Development

Location: HQ Office, US Hybrid

Department: US Programs

POSITION SUMMARY

Position Purpose: This position provides technical assistance and programmatic management including financial, budgetary, personnel and reporting for U.S. Programs projects that focus on community and economic development (including public health and placemaking) and within the U.S. Programs target region. The position will include direct responsibility in funder compliance; coordinate and monitor project activities on a daily basis, including personnel and partner oversight, finance and reporting. The position will manage and process all subawards and consultant agreements for assigned projects. The position requires acting as a liaison between Winrock International, project funders, subcontractors and consultants, as well as the coordination and oversight of project marketing, and monitoring, and evaluation.

Position Overview: This position will also support long-term strategic program and financial goals of U.S. Programs and Winrock International including new business and partner development. This position also requires representation of Winrock at community and economic development conferences and seminars.

POSITION RESPONSIBILITIES

Major Responsibilities

  • Responsible for leading daily work activities of assigned U.S. Programs community development projects within all policy guidelines.
  • Supervises staff as assigned, including providing work direction and guidance to reporting employees.
  • Leads budget, human resources, policy, and program implementation for assigned projects.
  • Serves as project and operations manager providing full programmatic (including compliance, staff, financial, budgetary, and reporting support) and any necessary administrative activities for programs specializing in community and economic development.
  • Interacts with internal stakeholders to advise and advocate on program management. strategy and policy matters.
  • Interacts with external stakeholders to represent Winrock and serve as a liaison for the project to donors and stakeholders.
  • Implements donor-funded project activities, including providing direct technical assistance to beneficiaries as well as with identified and engaged outside partners, developing curriculum, and training.
  • Acts as a liaison between Winrock International, funders, subcontractors, and consultants to develop project strategies, work plans, budgets, reports and other items as needed.
  • Serves as budget manager on community development programs, including monthly financial analysis and other budgetary responsibilities.
  • Processes and monitors subcontracts, purchase orders, reports and consultant agreements for community development projects as assigned.
  • Manages marketing and information dissemination regarding community development programs within the U.S. Programs group.
  • Completes monitoring and evaluation activities for projects to ensure project success.
  • Participates in U.S. Programs growth strategy meetings, including new project development to increase U.S. Programs' presence in Arkansas and other states and meet group financial goals.
  • Represents Winrock in new business and develops proposals addressing community development (including public health, placemaking, resilience and preparedness, and others as relevant) within the U.S. Programs target region.
  • Leads and assists with development of proposals and budgets for U.S. Programs new business.
  • Participates in divisional and cross-divisional program/project planning and proposal development.
  • Represents Winrock International at conferences and seminars (nationally and internationally)
  • Performs other duties as required, consistent with the achievements of U.S. Programs' objectives.

POSITION QUALIFICATIONS

Education:

  • Bachelor's Degree required, Master's degree preferred.
  • Additional certifications in community and economic development preferred.

Experience:

  • Minimum of nine years of professional experience in administration, organization, and management of community development programs that illustrate successful program development, technical writing, technical assistance delivery, and project implementation skills.
  • Experience with staff management, including daily management, guidance, HR-related activities.
  • Knowledge of community development, placemaking, public health issues and resources in rural areas within the United States.
  • Demonstrated commitment to relevant technical issues and program areas is essential.
  • Extensive experience in successful proposal development, project development, and implementation with diverse donors, including the private sector, philanthropy and other independent donors.

Computer/Technical Skills: Excellent computer skills in institutional supported software (Microsoft Office; CostPoint, Dayforce, etc.)

Communication Skills:

  • Excellent communication skills (written and oral) for proposal preparation and communications with client companies, subcontractors, vendors, consultants, and funders.
  • Demonstrated public speaking experience.

Language: English fluency is required.

Required Travel: Ability to travel 25%.

Position-Specific Skills:

  • Technical expertise in community and economic development in rural communities required. Expertise in southern states a plus.
  • Ability to demonstrate the highest level of ethical standards at all times.
  • Demonstrated skills in project planning, budgeting and financial analysis, and proposal writing.
  • Knowledge of quantitative and qualitative monitoring and evaluation methods, especially pertaining to project impact.
  • Understanding of funding sources to support community development projects and technical assistance.
  • Demonstrated management experience.
  • Ability to meet deadlines and manage multiple tasks
  • Must be a team player with good interpersonal skills and a high degree of diplomacy and tact.

Physical Demands: This position is based in a typical office environment, which can include sitting and standing for long periods of time.

Must be authorized to work in the United States.
