The highly qualified individual we seek will be responsible for supporting the Land Acquisitions and Development team, in the management of the entitlement process within the Land Department. Other responsibilities will include, but not be limited to:


Primary Duties and Responsibilities:

  • Prepare competitive market analyses and financial analyses to assist the land acquisition team in determining the viability of proposed land acquisitions. Develop and analyze land proformas and homebuilding proformas.
  • Collect and analyze due diligence information for potential land investments.
  • Coordinate with development team and consultants to analyze budgets and schedules for proformas, analyze construction costs of the offered product and buyer preferences for feasibility analysis.
  • Assist in preparing land investment packages with relevant data such as due diligence studies, entitlements, budget/proformas etc. to seek approval from Corporate Investment Committee on new land acquisitions.
  • Prepare monitoring schedules on contractual and transactional obligations of potential acquisitions.
  • Maintain a central database and prepare monitoring reports that identify and track the status of each target acquisition, and present weekly updates and recommendations to the leadership.
  • Research major land transactions and entitlement activities in the Division's core markets and periodic risk assessment of the on-going land acquisitions.
  • Coordinate the due diligence process such as title reports, surveys, soil and environmental studies, wetland and flood plain reports, zoning, entitlement studies, impact fee, on-site/off-site utilities etc.
  • Prepare, and/or review all easements and partnership, development, municipal agreements, and legal documents related to land acquisition and development.
  • Prepare project entitlement and approval strategies for each project and manage the project entitlements from sketch plan to engineering approvals.
  • Coordinate with attorneys, prepare presentations and negotiate with municipal agencies and other quasi-government entities/HOAs, for appropriate zoning, development approvals, and preliminary plats.
  • Manage the platting process including preparation, submittal, and approval of plats, in close coordination with surveyors, engineers, attorneys, title officers, and other regulatory authorities.
  • Assist in site plan analysis for lot-fit studies, utility locations, and construction phasing to determine model location and production starts.
  • Review engineering and landscape plans in coordination with land development team and engineers to meet entitlement/approval conditions, schedules, and target costs.
  • Review and monitor development approvals, permits, zoning, engineering plans, off-site improvements/contributions, estimates and building costs of ongoing projects.
  • Prepare bid packages including scope of work and negotiate contracts of various engineering consultants such as surveyors, environmental consultants, Geotech consultants, and land planners.
  • Approve vendors’ invoices and work performed, and coordinate with accounting to ensure timely payment of consultants

Minimum Requirements:

  • Bachelor’s degree in Land/Urban Planning, Landscape Architecture, Civil Engineering, Construction Management, Business (Finance/Economics), Engineering, Real Estate, Government Relations, or a related field;
  • Minimum of four years prior experience managing complex project entitlement and permitting;
  • 4 Years of Experience working with land acquisition on pre-offer analysis;
  • 2 Years of Experience interacting with regulatory agencies, driving, and influencing the public-decision making process.
  • Working knowledge of Microsoft Office tools such as Excel, PowerPoint, Word and Outlook.
