Job Description
Position Summary
The Owner’s Representative supports the Construction Project Management effort on behalf of GMHILL’s federal contract support services. Helps monitor assigned projects, coordinates project definition, delivery, and closeout. Coordinates review of contractor submittals, RFI’s, PCO’s, and other required documentation. Organizes and supports planning of activities such as field and OAC meetings, design reviews, schedule baseline and progress, pay applications, and Owner coordination. Participates in reporting requirements as assigned, including weekly and monthly reports, project financials, meeting minutes, closeout documentation, etc.

Following is a list of tasks falling into the areas of responsibility of the Owner’s Representative position. It attempts to present a comprehensive, but not complete, listing of potential assignments that may be undertaken.
Education and Training Requirements:
• Self-starter, highly motivated, enthusiastic, able to provide project engineering rigor while operating within contractual scope, budget, and schedule requirements for project deliverables on multiple concurrent projects
• Able to personally provide high level of interactive service to project staff, client, and stakeholders
• Able to effectively and persuasively express verbally and in writing, using correct language and grammar in a professional, diplomatic, and tactful manner
• Organization and Time Management skill adequate to work independently with minimal supervision, planning, scheduling, and organizing professional schedule to complete actions within established deadlines, handling multiple priorities with strong attention to detail

- Assist Sr. Construction Project Manager with regular owner reports and other assignments
- Assist the Sr. Construction Project Manager in writing scopes of work and performing job walks
- Assist the Sr. Construction Project Manager in managing GSA support to project implementation, as well as direct lease project management services
- Support Owner procurement activities
- Assist in creating, reviewing, monitoring, and updating project schedules
- Assist in tracking progress payments and invoicing
- Collect, assemble, and submit project closeout documentation
- Coordinate CM team documentation and deadlines within project and across project portfolio
Education and Training Requirements:
- Bachelor of Science degree in Engineering, Construction Management, Project Management, or other related discipline required
- Five years of federal project experience required
- Excellent computer skills in O365 Suite
- Proficient in the use of Microsoft Office software applications, Adobe Acrobat, Bluebeam, MS Project, and AutoCAD Viewer. Experience within Procore and Microsoft Project considered a plus

- Physical ability to climb ladders and navigate construction sites unaided.
- Constantly communicating with others to exchange information.
- Constantly repeating motions that may include the wrists, hands and/or fingers.
- Constantly assessing the accuracy, neatness and thoroughness of the work assigned
- Occasionally ascending or descending ladders, stairs, scaffolding, ramps, poles and the like.
- Occasionally moving self in different positions to accomplish tasks in various environments including tight and confined spaces.
- Occasionally remaining in a stationary position, often standing or sitting for prolonged periods.
- Occasionally moving about to accomplish tasks or moving from one worksite to another.
- Occasionally adjusting or moving objects up to 50 pounds in all directions.
- Occasional low and high temperatures due to working outside during all seasons, along with elements such as precipitation and wind.
- Occasional noise while on construction sites.
- Ability and willingness to travel throughout the operational regions
- Ability to initiate research to undertake assigned responsibilities with little direct oversight
- Ability to work with multiple discipline projects
- General knowledge of applicable codes, policies, standards, and best practices
- Excellent budgeting and cost containment skill
- Strong analytical and problem-solving skills
