Job Description

GENERAL SUMMARY

Serves as a key resource and strategic business partner to Financial Leadership and leadership across KCATA on matters related to finance, strategic decision making and the development of programs, processes, and infrastructure to enhance system performance. Provides leadership in developing, executing, and innovating methods for all financial planning and analysis activities for KCATA. Advances those changes and opportunities to the attention of stakeholders, assisting them in grasping difficult concepts, and supporting crucial change in the system. Works collaboratively with others to leverage analyses to inform business decisions, support performance improvements and make sound investments in new or expanded services. Ensures optimal operating efficiency and fiscal effectiveness of the Operations Finance function. Upholds the mission, vision, values, and customer service standards of KCATA. Additionally, this role will serve as a resource for KCATA Commission meetings, executive sessions and/or Finance Committee.

This position will act as the finance division bridge between financial operations, business operations & planning, and information technology on design, roll out and maintenance of data warehousing and business intelligence for KCATA.

This position reports to the Comptroller; with financial reporting responsibility to the Chief Financial Officer, Executive Management, and the Commission.


ESSENTIAL DUTIES & RESPONSIBILITIES

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.


1. Provides oversight of agency’s financial and operational forecasting, reporting and analysis. Including development and oversight of:

a. Methodologies to ensure accurate, timely and effective resource utilization, systems, processes, and functional/legal parameters of business practices based on funding stream/identified source.

b. Agency’s financial planning & analysis and KPI reporting processes to include revenue/expense trends, development of operating and/or capital budgets and five-year plan.

c. Develop and present costing for annual community contract renewals.

d. Identification and realization of cost-saving and cost-reducing opportunities.

2. Monitors the agency’s financial state by confirming and reporting on its financial performance.

3. Prepares, reviews, revises and updates reports to establish an understanding of the agency’s financial state.

4. Provide support for annual audit.

5. Provides financial leadership across other business functions and initiatives.

6. Develops, analyzes, and interprets statistical and accounting information.

7. Works on special projects as assigned by the CFO, Comptroller, or other members of KCATA leadership.

8. Other duties as assigned.


SUPERVISORY RESPONSIBILITIES

· Work requires managing and monitoring work performance by directing Financial Planning & Analysis analytical staff.


FISCAL RESPONSIBILITY

· Position has major fiscal responsibility. Is responsible for department-wide financial decisions. Assures that appropriate linkages exist between budget requests and departmental goals and objectives. Monitors budget plan and adjusts as necessary.


MINIMUM QUALIFICATIONS

Required Education and Experience

· Bachelor’s degree from an accredited college or university in Business, Accounting, Finance, or a related field.

· No less than five (5) years of related work experience, such as in financial analysis, planning and reporting.

· An equivalent combination of training, education, and experience that provides the required skills, knowledge and abilities may be considered.


Preferred Licenses, Certifications or Experiences

· Certification in Business Intelligence and/or data science.

· Experience with Microsoft Power BI, Tableau, or other business intelligence platforms.

· Master of Business Administration (MBA) in Accounting or Finance, or Master of Science in Economics.

· Generally Accepted Accounting Principles (GAAP).

· Governmental Accounting Standards Board (GASB).

· Planning & Analysis industry standards and practices.

· KCATA accounts and the purpose and process for operating each.

· Cash flow management.

· Contracts management

· Agency’s purpose and goals, financial goals, and strategic plan.

· Financial planning, analysis, and reporting.


Skill in:

· Development of reporting tools.

· Development of planning & analysis tools.

· Data warehousing and business intelligence.

· Verbal and written communication.

· Financial management leadership.

· Management including with performance evaluations, conflict resolution, coaching methodology, process analytics, emotional intelligence.

Ability to:

· Manage multiple, competing priorities and projects.

· Work under pressure with tight deadlines.

· Prepare comprehensive reports and correspondence.

· Analyze, evaluate, identify, and recommend solutions to drive outcomes.


POSITION TYPE AND EXPECTED HOURS OF WORK

· Will work in a normal office environment. Will sometimes be required to work and/or attend meetings or events in public and at all RideKC locations.

· Monday through Friday 8am until 5pm.

· Occasional abnormal hours are expected and required for specific events and to reach all employees.


TRAVEL

· Occasional travel within the metropolitan area may be required.


WORKING CONDITIONS & PHYSICAL DEMANDS

· This position is relative free from unpleasant environmental conditions or hazards and is generally sedentary. Incumbents may be required to exert up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
