BRIEF DESCRIPTION OF THE JOB:

Under limited supervision, manages professional planning work in land development and long range planning functions and Special Projects to maintain the City's structured, planned and organized growth and development in compliance with all regulatory requirements. Plans, coordinates and administers the strategic and daily operational activities of the Planning Division, including the annual budget, goals, and action plans. Develops and regulates the policies, processes, and procedures related to planning, zoning, development, and adminstration, as well as oversees the updates and amendments to the City's General Plan and Zoning Ordinance. Performs planning and zoning activities in accordance with the City's administrative protocols, General Plan, Zoning Code, and Subdivision Regulations.

ESSENTIAL FUNCTIONS

Processes applications for rezoning, use permits, General Plan amendments, design review, variances, sign permits, and subdivision plats; ensures compliance with City ordinances and guidelines.

Ensure that development and re-development are in accordance with applicable statutes, ordinances, codes, regulations, administrative directives, and the desires of the community as embodied in the General Plan; and seeks to resolve conflicts and disputes that occur in the development and construction process.

Coordinates with the City Engineer on planning and zoning issues; determines level of involvement needed to handle routine matters. Determines potential impact on infrastructure and environment. Makes recommendation and implements solutions, interprets, applies, and explains codes and state and Federal rules and regulations. Monitors operations to identify and resolve problems. Determines objectives and sets project priorities and completion timelines.

Responds to inquiries from property owners, developers, staff, and the public and provides information and guidance on planning and zoning issues.

Provides consultation to the the City on land development projects and long range community planning, attends and represents the City at hearings, various regional organizations and state and federal agencies.

Reviews large and complex planning projects, prepares and presents complex materials in both formal and informal settings to the City Council and other boards and commissions and community groups for their review and consideration.

City contact for economic development. Responds to local citizens inquiring about city planning and zoning regulations and ordinances; Resolves complex disputes between planners and applicants, as required. Sends out notices and prepares public comments received in response. Responds to inquiries regarding Group Living Facilities, medical and recreational marijuana facilities, and wireless communication facilities

Prepares documents for legal review. Prepares appeal items for City Council consideration. Conducts public hearings, prepares associated documents.

Oversees the administration of the City's General Plan, General Plan update, amendment process, Zoning Ordinance, approved Planned Developments, Subdivision Ordinance, and other land use regulations. Handles Special Projects as assigned. Participates in the approval process of sign permits, building permits, business licenses, subdivision plans/plats, minor lot splits, and land development proposals within scope of authority and responsibility. Prepares and approves budgets; manages the collection, analysis and reporting of project, operational and financial data.

Reviews development plans with developers, builders, utility companies, and other city department, summarizes all input for presentation to the City Manager and City Council.

Developing and maintaining effective interpersonal relations with coworkers, supervisor, and the general public.

Analyzing and summarizing planning related issues and data and drawing valid conclusions; Compiling and analyzing data. Preparing notices, field notes, and a variety of reports.

Zoning code administration, amendment process, and enforcement of zoning regulations. Perform according to City protocol, procedures.

Ensures the review of service requests and the determination of work priorities; verifying zoning, licensing, and permit requirements; receiving, logging, and tracking applications for General Plan Amendments, rezoning, design review, use permits, subdivision plats, and variance requests.

Oversee Planning Assistance activities to ensure that work conforms with legal requirements and safety standards.
