Job Description

JOB DESCRIPTION: Youth Services Program Manager

Classification: Full-time (40 Hours), Exempt

Reports to: Youth Services Director

Work Location: 75% Remote/25% On-Site

This is a full-time permanent position which is responsible for overseeing and developing the Public Behavioral Health System (PBHS) and programs under the auspice of the Maryland Community Health Resources Commission (CHRC). The individual in this position reports directly to the Youth Services Director.

This is a remote-friendly position with the requirement to report in-person for mandatory trainings, staff meetings, site visits, and other events at the request of the administrative leadership.

Major Duties & Responsibilities:
  • Acts as a representative of the Local Behavioral Health Authority to Harford County Government and local stakeholders.
  • Manages ongoing development and implementation of Maryland Community Health Resources Commission (CHRC) HUB & Spoke functions.
  • Assists with developing a referral process and resource guide with current available spokes.
  • Provides technical assistance to Harford County Public schools and Spokes to ensure student access.
  • Conducts public education and awareness regarding Harford County behavioral health and school-based services.
  • Conducts annual community needs assessment to identify gaps and barriers impacting individuals seeking behavioral health supports.
  • Assists with developing and providing technical assistance to community based behavioral health providers.
  • Oversees procurement process for new child and adolescent programs.
  • Provides assistance to families seeking supportive services and complaint resolution.
  • Participates in state, county, and federal planning forums dealing with behavioral health services policy formation, service design, managed care implementation, etc.
  • Develops and maintains a good working relationship with consumers, providers, advocacy organizations, State and County officials and all other stakeholders.
  • Chairs and convenes meetings and other forums that will facilitate the participation of stakeholders.
  • Assists in triaging consumer requests, calls, emails, and referrals to services in the community.
  • Assists with special projects: public education, expos, conferences, trainings, etc.
  • Takes a leadership role with coordinating sponsored annual mental health awareness events.
  • Develops marketing materials and outreach campaigns.
  • Assists with other duties as requested.

Required Skills/Abilities:
  • Excellent verbal and written communication skills.
  • Excellent interpersonal skills with the ability to manage sensitive and confidential situations with tact, professionalism, and diplomacy.
  • Ability to collaborate with community providers and key stakeholders.
  • Ability to interpret, analyze, and resolve administrative issues and program complaints.
  • Encourages and facilitates cooperation and trust, fosters commitment and team spirit, and works with others to achieve goals.
  • Excellent organizational skills and attention to detail.
  • Ability to set and accomplish goals, both independently and as a member of a team.
  • Proficient with Microsoft Office Suite or related software.

Education and Experience:
  • Bachelor’s degree in social work, psychology, or another social service-related field.
  • At least two years’ experience working with child serving agencies.
  • Experience coordinating referrals and care for individuals within Harford County Public Schools and the public behavioral health system preferred.

Physical Requirements:
  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to 15 pounds at times.
  • Must be able to access and navigate each department at the organization’s facilities.
  • Willingness to travel in Maryland.
