Our Operations Services I position works daily on a variety of maintenance, new construction, and repair services for the Clay County trail system. The ideal candidate loves the outdoors, has experience in basic grounds keeping methods and equipment operation and is able to work in outdoor conditions of extreme heat or cold for lengths of time. The position does require a high school diploma or GED, and valid drivers license and insurance with ability to drive under normal and inclement weather situations.


The hourly salary is $19.70 and comes with the Clay County employee benefits package. This includes two defined benefit retirement plans fully funded by the County and a deferred-compensation plan with a match. Also, three medical plans to choose from including two high deductible plans with HSA plans the County deposits into, dental, vision, flexible spending accounts, and supplemental plans. Full-time employees are also offered life insurance (2X annual salary) paid by the County, paid vacation/sick leave, 14 paid holidays, LTD and tuition reimbursement.

General Purpose:

The Operations Services I, Parks & Trails Projects position is responsible performing maintenance of trails other parks grounds. This position reports directly to the Operations Services II position.

Primary Responsibilities:

  • Performs all the essential duties and responsibilities of Operations position.
  • Performance of subordinate maintenance positions providing general operation and maintenance instructions pertaining to projects assigned.
  • Responds to emergency call out for maintenance and grounds related needs outside of standard working hours to coordinate and/or perform tasks required to ensure minimal interruption to park operations.
  • Performs a variety of maintenance, new construction, and repair services as needed and assigned.
  • Performs equipment maintenance and repairs as needed.

Essential Duties and Responsibilities:

  • Performs everyday operations and maintenance of the trail system.
  • Oversees tasks associated with routine and grounds maintenance; uses various construction and grounds keeping equipment to mow, weed eat, trim trees and shrubs, mulch, and other related facility and grounds keeping tasks.
  • Installation of shoreline rip-rap to protect areas of trails and parks as needed.
  • Completes grounds assignments that include mowing, trimming grass areas; pesticide applications, planting, mulching, staking, fertilizing, trimming trees, and shrubs; cutting, rolling, laying, and watering sod; installing, cleaning out and repairing culverts and drop inlets; picking up, loading and securing debris and trash.
  • Assist with construction layout and installation; digging up and repairing water lines, irrigation lines, sewer lines; trenching for new water lines and electrical lines.
  • Operates and maintains trucks, tractors, loaders, excavators, right-of-way mowers, commercial riding mowers, trimmers, edgers, aerators, seeders, spreaders.
  • Performs snow and ice removal including shovels and operating snow blowers, trucks with mounted snowplow blades and sand/salt spreaders, uses skid loader with mounted boom or bucket to clear parking lots and walking surfaces.
  • Orders materials and/or equipment for job site when authorized as needed.
  • Provides back up to related positions and park projects.
  • Surveys assigned facilities regularly for necessary repairs; receives notice of needed repairs and assigns employees; authorizes repairs and requisitions for supplies.
  • Maintains relevant records for the position.
  • Adheres to County/Department safety procedures and policies.
  • Performs other related duties as assigned and reasonably qualified to perform.

Knowledge, Skills and Abilities:

  • Knowledge of department policies and procedures.
  • Knowledge of facility safety and security procedures.
  • Knowledge of basic electrical, plumbing, and carpentry principles.
  • Knowledge of the types and costs of various parts and material related for the operational needs of the position.
  • Knowledge of basic grounds keeping methods and equipment operation.
  • Knowledge of construction techniques and basic workings.
  • Skills in verbal and written communication sufficient to receive and discuss problems and repair procedures with others.
  • Skilled in the use of various hand tools and equipment.
  • Skilled in performing work according to verbal and written instructions; applying knowledge of position related tasks to performance.
  • Ability to meet a regular work schedule as required to complete County business; including, but not limited to, ability to take short notice “after hour calls” as assigned for snow removal or other facilities related operations.
  • Ability to read and accurately interpret prints and construction drawings.
  • Ability to work with heavy equipment and other types of equipment to perform various functions as necessary.
  • Ability to work outdoor conditions of extreme heat or cold for lengths of time.
  • Ability to read and write English sufficiently read warning labels, MSDS sheets and equipment manuals and to prepare and turn in handwritten work reports.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to interact effectively and courteously with visitors and County staff.
  • Ability to carry out tasks, duties and responsibilities assigned independently and safely.
  • Ability to maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include, walking long distances, climbing, bending, standing and sitting for extended periods of time, lifting up to 50 pounds and operating assigned equipment.
  • Ability to pass a drug-screening test.
  • Ability to handle detailed and stressful situations in an appropriate manner.
  • Ability to see with 20/20 corrected vision and see colors clearly.

Minimum Qualifications:

  • High school diploma or GED equivalent.
  • Five years of increasingly responsible related work experience, or an equivalent combination of related education and experience.
  • Legally licensed and insured to drive a motor vehicle and the ability to drive a motor vehicle under normal and inclement weather situations.

Desired Qualifications:

  • Valid Class “A” CDL state driver’s license with Hazmat endorsement.

Minimum ADA and Physical/Mental Requirements:

  • Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to discern verbal instructions and communicate effectively on the telephone and in person.
  • Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to comprehend written work instructions and review, evaluate, and prepare a variety of written/typed documents and text materials.
  • Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate standard custodial equipment. Employee should also be able to operate standard office equipment and personal computers.
  • Sufficient personal mobility, flexibility, and physical reflexes, with or without reasonable accommodation, which permits the employee to lift up to 50 pounds, climb ladders, bend, twist, squat, and kneel in order to perform cleaning functions. Employee should also be able to sit and work at a computer keyboard and work in an office environment.
  • Legally licensed and insured to drive a motor vehicle and the ability to drive a motor vehicle under normal and inclement weather situations.

Work Environment:

  • May be exposed for prolonged periods to outdoor weather conditions that may vary from extreme heat to extreme cold; and to debris, fumes, odors, airborne particles, and dust; may be exposed to the possibility of bodily injury; and may be exposed to toxic or caustic chemicals and other hazardous conditions.

Required Travel:

  • The employee is frequently required to travel throughout the County; may be required to travel within and out of the state.
