SUMMARY
The primary purpose of this position is to direct the planning tasks associated with modernization, new development, and redevelopment of public housing at the Cambridge Housing Authority (“CHA” or “Authority”). This position works in conjunction with other Planning Administrator(s), and supervises the Assistant Planner(s) and Planning Inspector.

All activities must support the CHA’s strategic goals and objectives and produce results that accomplish the goals of the Planning and Development department.

Education and/or Experience
Bachelor’s Degree in and experience in program administration, contract administration, or housing planning is required; Master’s degree in planning, business administration, real estate development, public administration, or architecture is preferred. Must have valid Massachusetts driver’s license and be insurable under CHA policies. An equivalent combination of education and experience may be considered.
Technical Skills
To perform this job successfully, an individual should have strong computer skills (MS Word, MS Excel, MS Access, and MS Outlook). Incumbent also should be capable of using financial, accounting, and file management software. Ability to learn other computer software programs may be required by assigned tasks.

ESSENTIAL DUTIES AND RESPONSIBILITIES
The below statements describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required. Other duties may be assigned.

•Implements the planning phases of modernization, new development, and redevelopment programs, as may from time to time be established by the CHA; utilizes available State and Federal programs to meet the housing needs of low-income persons in the City of Cambridge
•Prepares proposals and applications for funding under Federal, State, and local programs
•Undertakes planning studies and data collection/analysis efforts as necessary for the effective implementation of CHA policies and programs
•Represents the CHA in meetings and discussions with funding agencies, city officials, and tenant/citizen groups in conjunction with modernization, development, and redevelopment activities.
Design and management of projects:
•Prepares recommendations on the scope of projects for the Director of Planning and Development
•Solicits, selects, and provides administrative services to architects and engineers
•Maintains records documenting the progress of the project
•Communicates with funding agencies
•Coordinates work with tenant councils, managers, various citizen groups, and staff in other CHA departments
•Coordinates site selection for new development projects
•Reviews reports, information, and schematic and construction plans and specifications
•Performs other related duties as assigned

While performing the duties of this job, the employee is regularly required to sit, stand, and walk. While the work is primarily sedentary, excessive walking, standing, bending, and carrying of items such as books, binders, files, and documents is required. The employee must occasionally lift and/or move up to 25 pounds. Work may entail travel to meetings, conferences, and workshops in other cities.
