Position Summary:
Waterloo is going through major changes to become a sustainable and smart City. This position serves as part of the operations team for the Waterloo Municipal Communications Utility, DBA, Waterloo Fiber, an Internet Service Provider (ISP), and reports to the General Manager of Telecommunications. The Accounting Manager will be an integral part of our finance department, responsible for overseeing financial processes, ensuring accurate and timely reporting, and providing valuable insights to support strategic decision-making. We are looking for a self-starting, detail-oriented professional with a strong background in accounting and the ability to thrive in a fast-paced, creative environment.
Within the framework of governing federal, state, and local laws and policies, the position exercises latitude and independence in the performance of assigned projects and tasks. This Accounting Manager role is responsible for sound judgment, thoroughness, and competence.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Prepare and analyze financial statements, including balance sheets, income statements, and cash flow statements.
  • Conduct financial forecasting, budgeting, and variance analysis to support business planning.
  • Provide timely and accurate financial reports to management.
  • Oversee daily accounting activities, including accounts payable, accounts receivable, and general ledger maintenance.
  • Reconcile bank accounts, credit card statements, and other financial records.
  • Ensure compliance with accounting principles, company policies, and relevant regulations.
  • Lead month-end and year-end closing processes to ensure accuracy and completeness of financial data.
  • Prepare and post journal entries and adjustments as necessary.
  • Assist with tax preparation and compliance, working with external tax advisors as needed.
  • Assist in facilitating yearly audits and assuring compliance with audits.
  • Facilitate and manage debt issuance, such as bonds, loans, etc.
  • Facilitate and manage grant funding.
  • Identify opportunities to streamline financial processes and enhance efficiency.
  • Participate in the implementation and improvement of accounting systems and tools.
  • Prepare and resolve payroll issues and implement new procedures to mitigate concerns.
  • Perform internal audits and discussions with external auditors.
  • Collaborate with various internal departments.
  • Interviews, hires, trains, and develops employees.
  • Assist with special projects as needed.


Qualifications:

Education/Experience:

  • Associate degree in accounting, Finance, or a related field, preferred, or any equivalent combination of experience and education.
  • Minimum of 4 years of experience in accounting, with a focus on financial reporting and analysis.
  • Previous experience in an accounting role within a public entity is a plus.
  • Strong knowledge of US Generally Accepted Accounting Principles (GAAP).
  • Proficiency in accounting software (e.g., QuickBooks) and Microsoft Excel.
  • CPA preferred but not required.

Knowledge, Skills and Abilities:

  • Considerable knowledge of theory, principles, methods, and practices of accounting; of laws, ordinances and regulations governing municipal financial matters.
  • Knowledge of accounting and reporting, classifying fiscal data; and preparing accurate and complex financial statements, financial records; resolving problems or situations requiring the exercise of good judgment.
  • Knowledge of project funding, including debt issuance, grant funding, and capital expenditures.
  • Organizational and management practices as applied to the analysis and evaluation of projects, programs, policies, procedures and operational needs, administrative principles, and practices.
  • Skills in prioritizing work assignments; analyzing, preparing, checking, and balancing routine fiscal transactions and accounts.
  • Skill in processing large volumes of numerical data.
  • Ability to express technical ideas effectively, both orally and in writing.
  • Ability to interpret, apply and ensure compliance with federal, state, and local policies, procedures, laws and regulations.\Ability to deal effectively with the public, government officials, and other employees.

WORK SCHEDULE

  • Generally, 8:00-4:30 Monday through Friday, must also be available outside of and in addition to these hours for City Council meetings, Board meetings, or other activities as required.
