The County of Yolo is recruiting to fill one (1) regular, full-time position in the class of Child Support Specialist I at the Colusa-Sutter-Yolo Regional Child Support Agency. Successful candidates will be placed on an eligible list that will be utilized to fill this vacancy as well as future positions as they become available. Offices are located in Yolo, Colusa, and Sutter Counties. Employee may be assigned to Woodland, CA, Colusa, CA, or Yuba City, CA.

The Position
Under close supervision, applies procedures needed to collect current and delinquent child support payments and obtains court orders for support; performs child support fiscal and financial case preparation and management; other related duties as required.

This is an entry level in the Child Support Specialist Series. Incumbents work under close supervision performing duties similar to the Child Support Specialist II and are expected to demonstrate the ability to promote to the next higher lever after successful completion of one (1) year of experience.

  • Initiates delinquent notices to secure continued child support payments;
  • Completes necessary forms to initiate computer input and maintains accurate files;
  • Interviews welfare and non-welfare applicants to secure information regarding the probable whereabouts and earnings of absent parents;
  • Advises absent parents of child support obligations;
  • Monitors payments to ensure absent parents are in compliance with court orders;
  • Determine past, present and future support payments;
  • Determine impact of additional aid compensation and/or adjustments;
  • Establish accounting and interest calculations;
  • Ensures that forms and applications for child support are complete and accurate;
  • Makes verbal and written inquiries to various agencies, firms, relatives and friends of absent parents to gain additional information regarding the whereabouts of absent parents;
  • Research, reconstruct and audit case history;
  • Collects, and assist in the collection, of skin tissue samples for DNA testing.

Other Duties

  • Reviews files to ensure sufficient information is available to file a complaint;
  • Obtains financial statements to determine amount of payments which would be collected for child support;
  • Performs other related duties as required.

Some positions may require the performance or different essential or other duties depending upon work location, assignment, or shift.

Minimum Qualifications
Experience
One (1) year of clerical experience in a Child Support Agency; OR Two (2) years of experience performing investigation, collections, credit, or lending duties.

Special Requirement
Spanish-speaking skills may be desirable qualifications for some positions.

Background Requirements
Incumbents in this class will have access to Federal Tax Information and are subject to confidentiality and safeguarding requirements of Internal Revenue Code 6103(p)(4). As such, an individual selected for this position is subject to a thorough background investigation as stipulated in Section 5.1.1 of Internal Revenue Service Publication 1075, which includes the following:
  1. Review of Federal Bureau of Investigation (FBI) fingerprint results;
  2. Check of local law enforcement agencies where the subject has lived, worked and/or attended school within the last five (5) years and, if applicable, of the appropriate agency for any identified arrests; and
  3. Verification of an employee's eligibility to work in the United States.
Background investigations are conducted upon hire and every ten (10) years of employment thereafter.

License
Some positions in this classification may require incumbents to possess and maintain a valid California driver's license, Class C or higher, to carry out job related duties. Individuals who do not meet this requirement due to a physical or mental disability may request a reasonable accommodation.

Knowledge of: interview methods and techniques used to effectively gain information from applicants; child support transactions, fiscal records and book keeping; forms, terminology and procedures used in collecting child support payments; forms, documents and procedures necessary for obtaining court orders; state, local laws and policies and procedures pertaining to the collection and enforcement of child support payments; skip tracing techniques; proper use of the English language, including spelling, punctuation and grammar; basic arithmetic.

Ability to: speak and write effectively; relate effectively with staff from other agencies and offices; negotiate effectively with attorneys and defendants regarding support settlements; prepare, maintain and reconcile fiscal and accounting records; deal effectively with applicant from a range of cultural and economic backgrounds; apply interview techniques, law, procedures and policies pertaining to child support collections; read and write at the high school level; collect skin tissue samples.
