Job description

Responsibilities

Peraton is seeking a Part Time Business Analyst with strong application testing expertise to support a mission-critical Computer Aided Dispatch (CAD) system serving a large metropolitan public safety agency. This role supports a 24x7 emergency response environment where system reliability, accuracy, and operational continuity directly impact life-safety operations.The successful candidate will play a key role in requirements analysis, backlog management, testing, validation, and continuous improvement initiatives as part of the managed services support team.This Individual will work 20 hours a week ( part time) 

Candidates local to the New York City metropolitan area are preferred, but not required. Non local candidates who are able to work remotely will also be considered. Limited travel may be required in support of program activities.

Day-to-Day Roles and Responsibilities:

Business Analysis & Requirements Management

  • Partner with public safety stakeholders, dispatch operations personnel, and technical teams to gather, analyze, and document business and system requirements.
  • Translate operational needs into detailed functional and technical requirements.
  • Facilitate workshops, interviews, and working sessions to define and prioritize defects, enhancements, and system improvements.
  • Develop and maintain key artifacts including:
    • Business Requirements Documents (BRDs)
    • User stories and acceptance criteria
    • Process flow diagrams
    • Requirements traceability matrices
    • Gap analysis documentation
  • Support backlog creation, refinement, and prioritization in coordination with delivery leadership and stakeholders.

Application Testing & Validation

  • Develop detailed test plans, test cases, and validation scripts aligned to documented requirements.
  • Execute functional, integration, regression, and user acceptance testing (UAT) activities.
  • Validate enhancements, defect fixes, configuration changes, and system releases in a controlled environment.
  • Ensure traceability between requirements, test cases, and production releases.
  • Support change management and release processes in a mission-critical environment.
  • Document test results, defects, and remediation status using approved tracking tools.

Operational Support & Continuous Improvement

  • Collaborate with application support teams to analyze recurring defects and recommend root cause improvements.
  • Assist in documenting operational workflows and dispatch processes.
  • Identify opportunities for process improvement, automation, and system modernization.
  • Support mobilization efforts including documentation of:
    • As-Is system architecture
    • Interface and integration catalogs
    • Known issues and technical debt logs

Stakeholder Communication

  • Act as a liaison between operational users and technical teams.
  • Facilitate clear communication to ensure solutions meet business and operational objectives.
  • Provide structured reporting on requirements, testing progress, and issue resolution status.
Qualifications

Basic Qualifications:

  • Bachelor's degree with 8 years of experience, Master's degree with 6 years of experience, or High School diploma with 12 years of experience.
  • U.S. Citizen or lawful permanent resident (Green Card holder) authorized to work in the United States without current or future sponsorship.
  • 5+ years of Business Analyst experience in enterprise or mission-critical IT environments.
  • 3+ years of hands-on application testing experience (functional, regression, UAT).
  • Strong experience with requirements documentation including BRDs, use cases, user stories, and traceability matrices.
  • Experience supporting production applications in a high-availability or 24x7 environment.
  • Familiarity with defect tracking and requirements management tools (e.g., JIRA, ServiceNow, Azure DevOps, or similar).
  • Strong analytical skills with ability to translate complex operational workflows into structured requirements.
  • Excellent written and verbal communication skills.

Preferred Qualifications:

  • Direct experience supporting Computer Aided Dispatch (CAD), Records Management Systems (RMS), 911/NG911 platforms, or other public safety systems.
  • Experience working in emergency response or municipal government environments.
  • Prior experience in application maintenance and support (AMS) or managed services programs.
  • ITIL Foundation or equivalent ITSM experience.
  • Experience working in Agile or hybrid delivery models.
  • Working knowledge of .NET environments, SQL Server, Oracle, or enterprise application architectures.
  • Experience documenting real-time operational workflows in life-safety environments.

Target Salary Range$104,000 - $166,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations.
