Job description

Job Summary

The Program Manager - Senior will serve as the overall lead for the National Teleradiology Program (NTP) assessment, responsible for delivering a comprehensive evaluation and future-state operating model across clinical, operational, financial, and technical domains. This individual will act as the primary interface with VA leadership, ensuring all deliverables are completed on time, meet quality standards, and align with VHA mission and priorities.

Primary Responsibilities
  • Lead end-to-end program execution for the NTP assessment
  • Serve as primary point of contact with VA stakeholders (CO, COR, program leadership)
  • Oversee development of:
    • Workforce and staffing models
    • Financial and cost benchmarking analyses
    • Clinical performance and quality frameworks
    • Technical and imaging system assessments
  • Integrate inputs from multidisciplinary teams, including:
    • Radiology SMEs
    • Financial analysts
    • Imaging IT specialists
  • Ensure delivery of:
    • Monthly progress reports
    • Interim and final recommendations
  • Manage project schedule, risks, and quality control
  • Facilitate stakeholder engagement and alignment across VISNs and VA facilities
  • Ensure all recommendations are actionable, scalable, and implementation-ready
Minimum Qualifications
  • 10+ years of experience in program or project management
  • Demonstrated experience leading large-scale healthcare or federal programs
  • Proven ability to manage multi-disciplinary teams (clinical, technical, financial)
  • Experience delivering:
    • Program assessments
    • Operational improvement initiatives
    • Strategic transformation efforts
  • Strong background in:
    • Data-driven decision making and performance metrics
    • Program governance and reporting
  • Excellent communication skills with experience briefing senior government stakeholders
  • Master's Degree
Desired Qualifications
  • Prior experience with the Department of Veterans Affairs (VA) or VHA programs Experience with telehealth, teleradiology, or diagnostic clinical services
  • Knowledge of:
    • Radiology operations and workflows
    • Imaging systems (PACS, enterprise imaging)
  • Experience leading workforce modeling or staffing strategy initiatives
  • Experience with financial analysis and benchmarking in healthcare settings
  • Familiarity with:
    • VISN structure and VA healthcare delivery model
    • Rural healthcare delivery challenges
  • Certification(s) such as:
    • PMP (Project Management Professional)
    • Lean Six Sigma (Black Belt or equivalent)
