Multifamily Screening Director

Job Title: Director, Multifamily Screening

Location: Norfolk, VA or Greater Dallas Area, TX (Candidate must reside in either location)

Overview

The Multifamily Screening Director provides strategic leadership, oversight, and governance of Harbor Group’s resident screening programs across the multifamily portfolio. This position sets the enterprise screening strategy, ensures legal and regulatory compliance, elevates riskmanagement practices, and drives continuous improvement in applicant screening processes. The Director oversees the Multifamily Screening Manager and partners closely with Operations, Revenue Management, Marketing, Legal, and external vendors to ensure screening practices optimize both compliance and property performance.

Key Responsibilities

1. Strategy, Governance & Policy Leadership

  • Develop and own the enterpriselevel screening strategy, ensuring policies support revenue goals, risk mitigation, and Fair Housing compliance.
  • Establish the framework for rental qualification criteria, verification standards, credit/criminal evaluation, and portfoliowide screening settings.
  • Approve all policy changes and ensure the Manager executes implementation and documentation.
  • Evaluate emerging legislation, industry trends, and best practices; proactively update the screening strategy to maintain compliance and competitive strength.

2. Compliance Oversight & Risk Management

  • Serve as the primary owner of screening compliance standards, ensuring alignment with federal, state, and local regulations.
  • Oversee enterprise audit functions, including quarterly risk reviews, system configuration audits, and vendor performance assessments.
  • Lead escalations related to screening disputes, adverse action trends, regulatory inquiries, and higherrisk applicant issues.
  • Develop enterpriselevel risk mitigation strategies and collaborate with Legal as needed.

3. CrossFunctional & Executive Collaboration

  • Partner with senior Operations, Asset Management, and Revenue leaders to ensure screening policies align with revenue, occupancy, and portfolio goals.
  • Work closely with Marketing and Operations on applicant quality trends, fraud deterrence, and workflow improvements.
  • Serve as senior point of contact for external screening vendors and negotiate contract terms alongside Procurement.
  • Present screening performance, risk findings, and policy recommendations to executive leadership.

4. Program & Process Optimization

  • Direct the development and enhancement of screening workflows, technology capabilities, and system configuration across multiple platforms.
  • Identify opportunities to streamline processes, reduce application friction, and improve applicant quality.
  • Champion initiatives to enhance fraud detection, identity verification, and data accuracy.

5. Leadership & Team Management

  • Supervise and mentor the Multifamily Screening Manager, setting priorities, workflows, and developmental goals.
  • Oversee training strategy while delegating delivery and content execution to the Manager.
  • Build a culture of accountability, collaboration, and high performance across the screening team.

6. Portfolio Analysis & Reporting

  • Review portfoliolevel screening performance and trends, including approval/denial rates, adverse action trends, risk flags, and revenue impacts.
  • Direct the Manager to produce routine market assessments, data audits, and reporting packages.
  • Prepare executivelevel insights and recommendations based on data trends and risk analysis.

Qualifications

  • Bachelor’s degree required; advanced degree or compliance certification preferred.
  • 6-8+ years’ experience in tenant screening, compliance, Fair Housing, policy development or related field required.
  • Demonstrated leadership experience managing direct reports or a large-scale program.
  • Strong understanding of tenant screening procedures, air housing laws, and regulatory compliance requirements.
  • Proven ability to collaborate crossfunctionally and influence senior stakeholders.
  • Exceptional analytical, strategicthinking, and communication skills.
