DESCRIPTIVE STATEMENT:This position is a part-time, project-specific, grant-funded, temporary role under direct supervision of planners and general supervision by the Director of Planning and Community Development. The duration of this role is not expected to exceed 4 months. The purpose of this position is to perform technical and skilled duties associated with efforts to update the Pueblo Regional Comprehensive Plan in accordance with the State Sustainable Affordable Housing Assistance (SB24-174). These duties include, but are not limited to, research of relevant local and state laws; coordination with internal city departments and external agencies; identifying vacant, underutilized, or undeveloped sites; data consolidation; and drafting technical language relating to Pueblo's housing needs and strategic growth tools.

DUTIES & RESPONSIBILITIES:- Performs professional work in current and long-range planning
- Works cooperatively with City departments and external agencies in development of an updated Comprehensive Plan
- Researches land use history and data by using a computer, maps, and archived files to identify vacant and underutilized properties
- Analyzes undeveloped, vacant, and underutilized properties within the City for their eligibility to be developed for housing
- Drafts preliminary, interim, and final versions of Comprehensive Plan Amendment under review of Planners and Director of Planning and Community Development
- Utilizes various word processing, spreadsheet, communication, research, and presentation programs available to the department
- Assists in creating demonstrative materials to explain the scope and content of the Comprehensive Plan amendment to necessary approval bodies, including the Planning and Zoning Commission and City Council
- Completes preliminary analysis of housing-eligible sites to expedite the Planning Department's project review deadline for those sites
- Reviews the Pueblo Regional Comprehensive Plan for compliance with State Legislation SB24-174 concerning sustainable affordable housing
DISTINGUISHING CHARACTERISTICSThis is a temporary, project specific, classification. Work completed by the employee is observed and reviewed during both its performance and upon completion. Applicants may have limited work experience, but candidates should have applicable education and knowledge to competently perform the required duties.
PHYSICAL REQUIREMENTS:The physical standards an employee must meet in order to perform the essential job duties with or without a reasonable accommodation include, but are not limited to:
- Must have ability to lift and move files and supplies weighing up to 45 pounds
- Daily tasks include sitting for prolonged periods of time with occasional standing and walking to locate/retrieve office materials.
- Work is usually sedentary and done in a seated position, but requires frequent moving about, standing, bending, kneeling, reaching, or stooping to perform filing
- Position requires the ability to input large amounts of data using repetitive motion on a frequent and prolonged basis
Manual dexterity and good audio/visual acuity are a must as the employee will be required to sort, file, move and retrieve items in an office environment
KNOWLEDGE, SKILLS & ABILITIES:- Knowledge of and ability to read advanced literature, policy, code, scientific or technical journals, abstracts, financial reports, and/or legal documents
- Knowledge of professional writing style, formatting, punctuation, spelling, and grammar
- Knowledge of practical mathematic applications, including, but not limited to, basic arithmetic operations, percentages, measurements
- Knowledge of current word processing, spreadsheet, presentation, communication, and research applications such as Microsoft Word, Excel, PowerPoint, Outlook, and Internet Explorer
- Ability to learn and apply the policies, procedures, and goals of the City of Pueblo and the Planning and Community Development Department.
- Ability to learn and use Geographic Information System Mapping (GIS) for application in land use analysis and data management
- Ability to organize work, prioritize tasks, and meet deadlines
- Perform all the job duties in a safe manner
MINIMUM QUALIFICATIONS:In addition to the required knowledge, skills, and abilities, the position requires:
- A high school diploma, GED, or higher education
- At least three (3) college credit hours in Political Science
- At least three (3) college credit hours in GIS
- At least three (3) college credit hours in Environmental Studies and Sustainability
SPECIAL CONDITIONS OF EMPLOYMENT: The duties in this classification are primarily performed indoors, in a comfortable office environment. The incumbent must demonstrate the ability to meet the physical demands of the job. The position requires a great deal of interpersonal communication with City employees, the public, and outside agencies. The individual may be frequently exposed to periods of demanding activity and moderate mental stress. Individual must successfully pass a post-offer background check.
Due to Federal and State Criminal Justice System access requirements, classifications that access and maintain criminal justice information may also be required, as a condition of employment, to not have been convicted of and/or have pending charges of a felony or misdemeanor crime that would deny or otherwise restrict access to criminal justice information. City of Pueblo Temporary and Seasonal Employee Sick Leave BenefitsBeginning January 1, 2021, all employers in Colorado are required to provide paid sick leave to employees under the Healthy Families and Workplaces Act ("HFWA"). Said leave is accrued at one hour of paid sick leave for every 30 hours worked, up to a maximum of 48 hours.
Per the Act, leave may be used for any of the following reasons:
- The employee has a mental or physical illness, injury, or health condition; needs a medical diagnosis, care, or treatment related to such illness, injury, or condition; or needs to obtain preventive medical care.
- The employee needs to care for a family member who has a mental or physical illness, injury, or health condition; needs a medical diagnosis, care, or treatment related to such illness, injury, or condition; or needs to obtain preventive medical care.
- The employee or family member has been the victim of domestic abuse, sexual assault, or harassment and needs to be absent from work for purposes related to such crime; or
- A public official has ordered the closure of the school or place of care of the employee's child or of the employee's place of business due to a public health emergency, necessitating the employee's absence from work.
Consistent with the HWFA, part-time temporary and seasonal employees of the City shall not carry forward more than forty-eight (48) hours of unused sick leave from one year to the next.

City employment as a temporary or seasonal employee means that the most you can expect to work is 1300 hours in a calendar year. Depending on the work schedule required by the hiring department, this means more time to spend with your family and/or doing other activities.
