The role 

As a Technical Program Manager, you are passionate about solving complex problems at scale and driving measurable business impact through data and technology. You bring 8+ years of experience, a strong technical foundation, and the ability to lead large, cross-functional programs with confidence and clarity. 

This role goes beyond traditional delivery - you will operate at the intersection of engineering, data, and product strategy, leading multi-disciplinary initiatives from concept to execution. You'll partner closely with engineering and product leadership to shape direction, define measurement frameworks, and ensure programs deliver against business and technical goals.

Role responsibilities 

Program Leadership & Strategy 

  • Lead complex, cross-functional programs from planning through execution and delivery 
  • Partner with engineering and product leads to drive data-informed strategy and decision-making 
  • Define program goals, success metrics, and KPIs aligned with business objectives 
  • Act as a thought leader, influencing roadmap prioritization and long-term product direction 

Technical & Data-Driven Execution 

  • Design and lead experimentation frameworks (e.g., A/B testing, incrementality testing, measurement strategies) 
  • Conduct or guide quantitative analysis of performance metrics to identify growth opportunities and risks 
  • Define data tracking strategies and instrumentation for new features and product initiatives 
  • Build and maintain centralized reporting frameworks and metric dashboards 

Program Delivery & Governance 

  • Manage program timelines, risks, dependencies, and delivery milestones across multiple workstreams 
  • Ensure strong alignment between engineering, product, data, and business stakeholders 
  • Drive structured communication, status reporting, and executive updates 
  • Proactively identify and resolve blockers, ensuring high-quality and timely delivery 

Technical Oversight (GCP) 

  • Review and challenge technical design and implementation plans, particularly within Google Cloud Platform (GCP) 
  • Provide informed recommendations on architecture, scalability, and system design 
  • Ensure best practices in cloud-native development and data infrastructure are followed 
Must have qualifications 

To be considered for this role, you must meet the following essential qualifications: 

  • 8+ years of experience in Technical Program Management or leading engineering programs 
  • Strong understanding of the software development lifecycle and large-scale system delivery 
  • Proven experience managing complex, multi-stream technical programs in a client-facing or consulting environment 
  • Hands-on experience with experimentation frameworks (A/B testing, incrementality testing, or similar) 
  • Strong analytical mindset with experience using data to drive decisions and strategy 
  • Deep knowledge of Google Cloud Platform (GCP) with the ability to review and influence technical solutions 
  • GCP Certifications (Google Cloud Digital Leader, Google Cloud Architect) 
  • Excellent stakeholder management and communication skills, including executive-level presentations 
  • Strong organizational skills, attention to detail, and sense of urgency 
  • Advanced conversational English 
  • US Citizenship required (due to Public Sector requirements) 
  • Bachelor's degree in a business or technical field or equivalent experience 
Nice to have qualifications 
  • Experience with programming or scripting languages (Python, SQL, R, etc.) 
  • Experience in the digital advertising ecosystem or data-rich platforms 
  • Background in statistical modeling or advanced quantitative analysis 
  • Experience building measurement and analytics frameworks at scale 
  • Agile or program management certifications (e.g., PMP, SAFe)
