Modernization & Sustainment seeks a Deputy Program Manager (PM) supporting the Weapon Systems Integration (WSI) program area in Indianapolis. The PM leads a dynamic and multidiscipline team(s) within the WSI product line. In this role, the individual will enhance technical program execution performance through focused messaging, leadership visibility, clear role definition, making critical decisions, organizational relationship, structured feedback and aligned goal setting. 

This leader establishes the vision for the program team and inspires the team to exceed program objectives. The successful candidate will provide oversight to ensure adherence to program schedules, costs, milestones and technical performance, prepare corrective action plans for technical and schedule issues, and coordinate proposal preparation. The PM will be accountable to support all internal financial goals including profit and loss, supporting process improvement initiatives, and ensuring compliance with all applicable policies and procedures. The PM will be responsible to the customer delivering compliant solutions or services. The PM will work closely with aviation customers across all service areas (USA, USAF, USMC, USN) and especially DoD Prime Contractors to ensure programmatic concerns are addressed in a timely manner and foster a strong working relationship. The specific position focuses on support of development programs where strong engineering development background is key.


Responsibilities

As required, the PM will lead/perform the following tasks:

  • Accountable for a program or portions of a program in its entirety including cost, schedule, and technical performance.
  • Provide programmatic and limited technical direction on overall program execution.
  • Chair program Configuration Control Boards (CCBs) and participate in program Engineering Review Boards (ERBs) & Material Review Boards (MRBs).
  • Lead internal and external Program Management Reviews (PMRs) and participate in TIMs with the customer and subcontractors as required.
  • Maintain relationship of trust and respect with customers, chief engineers, and other internal functional leaders.
  • Prepare status or briefings for management via collaboration with others to organize briefings and technical meetings for internal and external representatives.
  • Responsible and signature authority for program Earned Value (EV) and Estimates at Complete (EAC)
  • Own program Risks and Opportunities.
  • Act as the face of the company to senior customers for program creating an open dialog with the customer and using this rapport is able to create new growth opportunities.
  • Work with all functions (contracts, finance, engineering, supply chain, manufacturing, mission assurance) to successfully plan and execute programs.
  • Elevate issues and risks to appropriate levels within Program Office, WSI Chief Engineer, and functional management, as required.              
  • Lead technical collaboration with internal and external customers looking for new opportunities.
  • Effectively delegate tasking to the functional team.
  • Coordinate customer communications with contracts and the chief engineer.
  • Understand the program financial and performance status from top to bottom.
  • Recognition that decisions affect the success of the program and the product line. Erroneous decisions or recommendations would normally result in failure to achieve critical goals and objectives.

Material & Equipment Directly Used

Use Office 365, including Teams, Excel, and Power Point.  Enterprise financial and program management systems, including SAP S/4 HANA.

Working Environment

This Program leadership role manages multiple, high-impact DoD programs in a fast-paced environment, requiring sharp decision-making, detail orientation, and adaptability. The PM works directly with customers, internal teams, and end-users at domestic and international sites, emphasizing relationship-building and program satisfaction through regular travel (~15%).

Strict adherence to security, ITAR, and confidentiality regulations is essential due to frequent handling of CUI and classified materials. The role is primarily office-based in Indianapolis within a collaborative facility supporting design, testing, and production alongside cross-functional teams..

Required Qualifications/Skills:

  • Six (6) or more years of relevant work experience.
  • Four (4) or more years of successful leadership experience successfully leading teams
  • Experience leading manufacturing and repair operations and teams.
  • Experience utilizing program management practices including scheduling, earned value management systems (EVMS), financial systems and program control, risk and opportunity (R&O) management.
  • Entrepreneurial minded individual with demonstrated experience growing and executing a successful business, program and/or leadership of teams.
  • Demonstrated innovative ‘out of the box’ thinking to support business objectives.
  • Sound ethical values built upon trust, respect and ‘doing the right thing’.
  • Effective oral, written, listening and computer skills to develop and present narratives and briefings using Microsoft Office.
  • Strong analytical and problem-solving abilities.
  • Demonstrated ability to effectively work with and communicate with multiple levels of management and individual contributors on teams.
  • Experience with Microsoft Office suite of tools.
  • Must be a US Citizen with ability to obtain a DoD Secret level clearance.

  • Two (2) or more years of successful Department of Defense (DoD) program management or Integrated Product Team (IPT) leadership experience.
  • Experience and understanding of the DoD 5000 lifecycle model, DoD uniform/civilian acquisition experience, and DoD development processes.
  • Experience on DoD Internal Research and Development (IRAD, Customer Research and Development (CRAD), Technical Demonstration (TD), System Development and Demonstration (SDD) or Engineering, Manufacturing, & Development (EMD) Programs.
  • Experience on DoD Production, Depot, Refurbishment, or Repair type programs.
  • Experience working for or as Supplier of DoD Prime Contractors
  • Experience with weapon systems or special mission military platforms, architectures, capabilities, customers, and/or missions.
  • Experience with airborne Carriage Equipment such as pylons, bomb racks, missile launchers, pods, etc
  • Leadership experience on aerospace/defense programs working for large Prime contractors as a subcontractor
  • Science, Technology, Engineering or Math (STEM) degree and/or experience.
  • Proposal development experience to include writing of detailed Basis of Estimates.
  • Master’s Degree or other graduate degree.

Education Requirements:

  • Bachelor’s degree or Five (5) years of additional work experience in lieu of degree.

  • Operational Budget Oversight: Ensure adherence to program area capital and investment requirements while managing budgets effectively to meet financial goals such as revenue, bookings growth, and profitability.
  • Financial Tracking and Management: Collaborate with finance leads to monitor program financial performance, develop Estimates at Complete (EAC), and implement corrective actions for any budgetary challenges.
  • Proposal and Capture Financials: Provide oversight for proposal-related financial metrics, including developing and approving detailed Basis of Estimates (BOEs) to support program capture.
  • Risk and Opportunity Management: Oversee the identification and tracking of financial risks and opportunities, as well as the development of strategies to mitigate risks and capitalize on opportunities for growth.
