Job description

We are seeking an experienced and highly motivated Technical Program Manager to join our Enterprise Applications team. This role serves as the project management expert for a dynamic portfolio of IT initiatives, acting as the critical link between our business stakeholders and our technical development teams. The Technical Program Manager will be responsible for prioritizing incoming project requests, managing the full technical project lifecycle, and ensuring the efficient and timely delivery of high-quality enterprise application solutions that support our evolving business needs.
This is an onsite role in our McLean, VA office.
Responsibilities
  • Drive the end-to-end execution of multiple, complex technical projects within the Enterprise Applications portfolio, ensuring they are delivered on time, within scope, and on budget
  • Collaborate with business stakeholders and IT leadership to intake, evaluate, and prioritize technical project requests, ensuring alignment with overall business strategy and IT roadmaps
  • Oversee all stages of the full technical project lifecycle, from initial concept and requirements definition through planning, execution, deployment, and post-implementation review
  • Lead change management efforts across technical implementations, including developing communication plans and training to maximize user adoption and minimize business impact
  • Drive cross-functional problem-solving, influencing diverse teams and stakeholders to diagnose complex issues and align on effective, sustainable technical resolutions
  • Lead technical teams in the adoption and execution of Agile methodologies, including the facilitation of ceremonies such as sprint planning, daily stand-ups, reviews, and retrospectives
  • Act as the primary communication liaison between technical teams (developers, engineers, architects) and non-technical stakeholders (business units, leadership)
  • Proactively identify, track, and mitigate technical, schedule, and resource risks, escalating issues to leadership as necessary to ensure project momentum
  • Develop and maintain program status reports and dashboards, tracking key performance indicators (KPIs) and Agile metrics (e.g., velocity, burn-down charts) to provide clear visibility to all stakeholders
  • Champion and contribute to the continuous improvement of program management, project delivery processes, and governance standards within the Enterprise Applications team

Basic Qualifications
  • 4+ years of dedicated experience in Technical Program Management, Technical Project Management, or a similar role managing the full lifecycle of technical projects
  • Demonstrated experience guiding technical programs from initiation through delivery and closure, specifically with technical projects for a business or enterprise application team
  • Proven expertise with Agile methodologies, including strong proficiency in sprint planning and backlog refinement
  • Excellent verbal and written communication skills with the ability to effectively translate complex technical concepts for both technical and non-technical audiences
  • Strong analytical and problem-solving skills with a track record of identifying risks and driving decisive action

  • Familiarity with systems related to the construction or engineering industries (e.g., ERP, Financial Systems, Field Applications)

The Physical Side of the Role: Given that a good portion of your day will be spent at a desk, you should be comfortable with prolonged periods of focused work, whether it's collaborating with colleagues, analyzing data, or developing strategies. The role demands effective communication and sharp visual acuity for reviewing complex documents and performing detailed computer work. While there are times for quiet concentration, you'll also be expected to move actively throughout the office and travel occasionally to various locations, including dynamic construction sites, utilizing different modes of transportation. The ability to lift and move objects up to 10 pounds regularly, and up to 25 pounds on occasion (think a box of files or small office equipment), is also required.
Your Work Environment: Your primary workspace will be in our professional office, which has a typical, quiet-to-moderate noise and light levels. As part of your work, you may also be required to visit active construction sites. These environments are naturally more dynamic and can include exposure to outdoor weather conditions, louder noise, and moving equipment. Your safety is our top priority, and you'll be expected to follow Clark Construction's safety policies and procedures, and all applicable laws, at all locations.
