Job description

Overview
Golden Key Group is seeking a Performance Management / Performance Pay Team Lead to oversee performance management and pay program support in accordance with PWS Section 3.0. The Team Lead will serve as the Primary Point of Contact (POC) for all performance management activities and will provide subject matter expertise supporting the implementation and administration of performance evaluation and compensation programs. This position is being recruited in support of potential future contract awards, and qualified candidates may be considered for upcoming opportunities supporting federal government clients. Responsibilities
Serve as the Primary Point of Contact for PWS Section 3.0 performance management and performance pay activities.
Lead the execution of performance management processes and performance-based pay programs in support of government human capital operations.
Provide guidance and support related to DCIPS performance management policies and procedures.
Coordinate with senior leadership and program stakeholders to ensure effective implementation of performance management frameworks.
Support administration, tracking, and reporting of senior-level performance management programs.
Ensure all deliverables meet contract performance requirements and quality standards.
Communicate effectively with senior government managers, executives, and program stakeholders.
Other duties as assigned. Qualifications
Active Top Secret / Sensitive Compartmented Information (TS/SCI) clearance with Polygraph required.
Bachelorโ€™s degree in Human Resources, Business Administration, Public Administration, Organizational Development, or related field.
Minimum 10 years of Human Resources or Human Capital experience, supporting federal or defense-related programs.
Minimum 5 years of experience as a Program Manager managing programs of similar size, scope, and complexity.
Demonstrated experience managing multi-location programs and cross-functional teams.
Proven ability to communicate effectively with senior government leaders and executives.
Experience managing subcontractors and teaming partners within a federal contracting environment.
Strong knowledge of HR program management, workforce planning, talent management, and federal HR processes. Desired Qualifications
Bachelorโ€™s degree or higher from an accredited institution.
Approximately 2 years of experience supporting senior-level performance management programs.
Minimum 3 years of experience supporting the Defense Civilian Intelligence Personnel System (DCIPS). Certifications
Project Management Professional (PMP) certification or equivalent program management certification.
