Technical Program Manager

The Opportunity:

You know that project managers touch every single part of a business and wear multiple hats, from caring for the client and their meaningful project goals to participating in business development and being a key contributor to their employees' growth. We're looking for someone like you to help our clients meet their mission by providing project management, acquisition support, and advanced advisory skills, including thought leadership and strategic communications, with extensive technical expertise for an Air Force enterprise system working closely with Department of the Air Force leadership. You'll be responsible for staffing, financials, contract management, and status reporting to both the client and corporate leadership. You'll work without considerable direction, and mentor and supervise team members.

In this role, you'll manage the delivery of the most advanced digital solutions. You'll work closely with clients to develop innovative solutions to complex problems. You'll move quickly in an exciting and fluid environment to guide the Agile development of a project roadmap, establish project milestones, and implement metrics to track progress, while bringing people together to make a tangible difference.

You Have:

  • 5+ years of experience leading cross-functional development teams to achieve project milestones by developing roadmaps and managing risk

  • 2+ years of experience leading capture activities for government acquisitions, including DoWgovernment contracts, acquisition, and proposal processes

  • Experience with end-to-end management of the program or project lifecycle, including initiation, planning, execution, monitoring, and closure

  • Experience monitoring team performance and resource allocation to maintain productivity levels across multiple workstreams

  • Knowledge of cybersecurity directives and instructions such as U.S. DoDI 8510.01, on NIST RMF processes and the implementation of industry best practices

  • Ability to collaborate with development teams and stakeholders to drive secure coding practices and resolve vulnerabilities in alignment with security policies to ensure alignment will broaden organization goals and project timelines

  • Ability to work with Information Systems Security Engineers (ISSEs) to apply RMF principles in collaboration with development teams, ensuring security requirements are integrated throughout all phases of the software development lifecycle (SDLC)

  • Ability to travel up to 25% of the time

  • Secret clearance

  • Bachelor's degree in Science, Technology, Engineering, or a Program Management field

Nice If You Have:

  • Experience conducting risk and vulnerability assessments, including Software Bill-of-Materials (SBOM) analysis and software versioning, to identify potential risks associated with software supply chains and third-party dependencies

  • Experience on a large defense program or with a major systems integrator, including delivering under bureaucratic friction without losing technical momentum

  • Knowledge of Agile Earned Value Management (EVM), budgeting, and project scoping best practices

  • Knowledge of government cybersecurity processes such as NIST SPs for RMF

  • Possession of strong writing skills, to prepare technical documentation, diagrams, program presentations, risk assessments, and debrief reports

  • TS/SCI clearance

  • Master's degreein a business or technical field

  • Project Management Professional or Agile Certification

  • DoD 8140.03 IAM II or IAT III Certification such as Security+ CE Certification

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $86,800.00 to $198,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen's total compensation package for employees.
