Description & Requirements
We are seeking a highly experienced Program Manager to lead and oversee a complex, multi-task digital modernization program supporting the DOW. This role is responsible for end-to-end program execution across data, analytics, artificial intelligence (AI), cybersecurity, and product development, ensuring delivery excellence, compliance, and alignment with mission priorities.
The ideal candidate brings a strong blend of program management rigor, technical fluency, and government contracting experience, and is comfortable operating in fast-paced, high-security environments with senior government stakeholders. Domestic and international travel may be required.
This role is onsite and requires a TS/SCI security clearance.

Job-Specific Essential Duties and Responsibilities:
Program & Contract Management
- Provide overall leadership and management of all contractor activities in accordance with the scope
- Serve as the primary interface with Government stakeholders including the contracting officers and mission partners.
- Manage cost, schedule, and performance across multiple simultaneous task areas and projects.
- Ensure compliance with FAR and DOW policies, and contractual reporting requirements.
- Oversee subcontractor performance and integration, as applicable.
Planning, Reporting & Governance
- Develop, maintain, and execute the Project Management Plan (PMP), including WBS, risk management, communications, and quality management approaches.
- Lead project kickoff meetings, monthly technical status meetings, and recurring program reviews.
- Prepare and deliver Monthly Status Reports (MSRs) covering progress, risks, staffing, financials, milestones, and Government actions required.
- Implement and manage a Task Order Management Portal, including dashboards, metrics, financial tracking, and artifact management.
- Ensure accurate service contract reporting and timely submission of required government reports.
Financial & Resource Management
- Track program funding, burn rates, CLIN-level costs, and invoicing status.
- Manage and approve Travel Authorization Requests (TARs) and Requests to Initiate Purchase
- Forecast staffing needs and maintain continuity through proactive workforce planning and transition management.
Technical Program Oversight
- Coordinate execution across task areas including:
- Data management, governance, and engineering
- Data science and advanced analytics
- AI/ML development and experimentation
- AI product management
- AI cybersecurity and risk management framework/ Assessment and Authorization activities
- Ensure technical teams adhere to DOW and Responsible AI policies and standards.
- Translate mission needs into executable plans and priorities for multidisciplinary technical teams.
Quality, Risk & Transition Management
- Develop, implement and maintain a Quality Management Plan (QMP) to ensure consistent, high-quality delivery.
- Identify program risks early and develop mitigation strategies.
- Plan and execute Transition-In and Transition-Out activities to ensure uninterrupted mission support and effective knowledge transfer.
Job-Specific Essential Duties and Responsibilities:
- Bachelor's degree in Business, Engineering, Computer Science, or a related field (Master's preferred).
- An active TS/SCI clearance is required.
-10+ years of program or project management experience, including at least:
- 5+ years supporting DoD or IC customers
- 3+ years of experience working in the SOF Enterprise and managing personnel across multiple SOF commands.
- 3+ years' experience with the SOF Enterprise, including HQ staff element, SOF Theater Special Operations Command (TSOC), and SOF Service Component HQ.
- 3+ years' experience with USSOCOM security procedures, to assign personnel, for both collateral and SCI clearances.
- Shall have experience placing contractors in OCONUS locations (e.g. Germany, Korea, and Hawaii) and the associated laws, regulations, and processes (e.g. SPOT, ECOPS, and DOCPER).
- Experience managing large, complex technical programs
- Demonstrated experience managing cost-plus or hybrid government contracts.
- Strong understanding of program management best practices (PMP, WBS, risk management, schedule control).
- Experience leading cross-functional teams in secure, regulated environments.
- Proven ability to communicate effectively with senior government and industry stakeholders.
- Familiarity with data, analytics, AI/ML, or software-intensive programs (technical depth not required but technical fluency is

- PMP, PgMP, or DAWIA Level III (or equivalent) certification.
- Knowledge of AI/ML development lifecycles
- Risk Management Framework, Assessment and Authorization, and DevSecOps practices
- Data governance and enterprise analytics
- Experience implementing program dashboards or management portals.
- Prior responsibility for transition-in/transition-out on complex geographically dispersed contracts.
- 2 years of continuous experience, within the past 5 years, managing complex DOW IT projects with multiple domestic and international locations
