Position Information
The purpose of this classification is to manage the operations and staff involved in providing technical support to County departments as assigned.
Essential Functions
Manages, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
Organizes, prioritizes, and assigns work: prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.
Manages the support and implementation of assigned websites, web applications, and information systems: provides guidance and makes recommendations regarding implementation, requirements, and specifications for assigned systems; reviews and manages project plans, system architecture diagrams, and future upgrade plans; provides solutions and guidance on identifying issues and troubleshooting; ensures effective customer support to all users; ensures current applications are fully functional and maintained with most recent patches and updates; ensures maintenance and protection of data; administers application servers and other system related servers; and oversees various critical batch processes from various applications.
Develops and maintains system architecture: defines standards and protocols for interfaces between internal and external systems and to maintain optimum information architecture; manages and oversees systems diagrams for assigned applications; organizes or reorganizes structural designs to optimize usability and findability for the appropriate consumer groups; maintains systems of organization, labeling, search, and navigation systems; and analyzes and recommends solutions to reduce costs and redundancy.
Plans migration and implementation of current and new applications to comply with new technologies: serves as a liaison between divisions; maintains awareness of and makes recommendations regarding infrastructure changes and future plans; manages technical limitations of each application; ensures current or future applications are in compliance with infrastructure changes; oversees system requirement process and change control requests; consults with vendors on system compatibilities; manages server migrations to the virtual environment; and ensures product compatibility.
Manages the provision of technical support: troubleshoots end-user problems; responds to requests for assistance and resolves problems; escalates problem to vendors or other personnel as appropriate; ensures continual operations of websites, applications, and information systems; and utilizes diagnostic tools and other resources as appropriate.
Manages training programs for users and subordinate staff: writes and/or revises user training manuals and lesson plans; selects training times/locations based on users' needs; answers questions and provides information during and after training; and conducts one-on-one training sessions as needed.
Maintains an awareness of new applications, technologies, technical methods, trends, and advances in the profession: reviews professional publications, technical manuals, and websites to increase knowledge of network operations; and attends conferences, workshops, and training sessions as appropriate.
Manages projects throughout all phases; coordinates and attends regular project progress meetings; works with vendors to resolve problems and to initiate the appropriate solutions; prepares, reviews, and processes change orders for changes to contracted scope of work; monitors adherence to project schedules; conducts and reviews testing; provides technical support during programming and implementation; verifies compliance of projects to County policy; and makes recommendations concerning improvements, modifications, design strategies, programming, systems infrastructure, or other aspects of project development. Creates and maintains standard operating procedures and other documentation regarding maintaining system operations; and evaluates and monitors progress against performance and quality measurements.
Administers budgets of assigned projects: coordinates with assigned department in planning and cost estimating; prepares cost estimates for budget planning; provides justifications for requests; monitors and controls expenditures for approved projects; tracks expenditures and pay requests; approves and submits invoices for payment; and maintains related documentation.
Coordinates process for bidding and contracting of services of various project components or other technical services: prepares Requests For Proposal (RFP) and Requests for Quote (RFQ) for services; prepares technical specifications and requirements; participates in negotiations of scope of services and fees for professional services agreements; makes recommendations regarding selection of vendors and awarding of contracts; and monitors vendor performance and contract fulfillment.
Performs other related duties as assigned.
Minimum Qualifications
Bachelor's Degree in Information Technology, Computer Science or related field required; supplemented by five years of progressively responsible experience in managing information technology operations to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Preferred Qualifications
  • Demonstrated knowledge of data governance, data quality, data stewardship, and records retention principles and practices.
  • Strong written and verbal communication skills, with the ability to engage effectively with stakeholders at all levels of the organization, including the ability to present technical information clearly to executives, department leaders, and non-technical audiences.
  • Experience in one or more of the following areas: business analytics, data integration, or data quality management.
  • Experience developing and implementing an enterprise data strategy in a government environment is preferred, but not required.
  • Experience supporting both operational and strategic use of data, including reporting, dashboards, performance measures, and executive decision support.
  • Experience developing standards, policies, and procedures for enterprise data architecture, database administration, access controls, and data lifecycle management.

Licenses and Certifications
Must possess and maintain a valid Driver's License.
Physical Abilities
Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.
Sensory Requirements
Some tasks require the ability to communicate orally.
Environmental Factors
Essential functions are regularly performed without exposure to adverse environmental conditions.
