PROGRAM MANAGER System Engineering Department Open Position Request Number R-JJ-26 CLASSIFICATION: Program Manager GRADE: Exempt, Regular Full-time REPORTS TO: SED Director ESSENTIAL FUNCTIONS: Responsible for the program management of Government Improvement and modernization programs and large directives. GENERAL DUTIES: * Program Planning and Monitoring: Develops program plans and documentation. Works with Engineering Section Manager to integrate program work load into existing contract workload and identify strategic solutions. Oversees all cycles of program and project development and execution. Works with Engineering and other SMEs to develop technical solutions to meet program requirements. * Cost Management: Applies a comprehensive knowledge of financial management and government accounting and reporting concepts. Develops cost estimates for proposed work. Tracks and reports on program budgets and expenditures. * Schedule Management: Develop and track project schedules in MS Project and similar scheduling software. * Program Communications: Attends program related meetings. Presents program status to internal and external leadership. Develops program status reports. Position requires strong written and oral communication skills. * Project Coordination: Coordinate program requirements and tasks with internal and external customers, directing personnel in a matrix type organization. Conduct program reviews and direct personnel to complete activities on time, within budget, and with great results. Motivate and lead project personnel through completion of project tasks. * Risk and Change Management: Identifies program risks and develops risk mitigation plans. Implement change management processes to ensure programs stay organized and aligned with strategic requirements. Job Requirements OTHER DUTIES : Additional duties may be assigned to support contract/mission support requirements in job-related areas. EDUCATION/EXPERIENCE REQUIREMENTS : Project Management Professional (PMP) certification required. Bachelors Degree in Project Management, Engineering, Business Management or similar field required. 5-10 years of program and/or project management experience required with experience in basic financial accounting and tracking. Familiarity with MS Project and MS Office suite required. Familiarity with Model Based Systems Engineering (MBSE), CAMEO software, and JIRA program management software desired OTHER REQUIREMENTS : This position requires a Secret security clearance. Candidates must be eligible to obtain and maintain a Secret security clearance. All selected candidates must undergo and successfully pass a background investigation and drug test as a condition of placement into this position. Supports E-OMS operational objectives. Observes company Quality, Safety, Environmental, Security and Administrative policies. TRAVEL: Some program activities may support sites not located at Eglin Air Force base and this position will require occasional travel ( WORK ENVIRONMENT : Work activities are normally performed in an environmentally controlled area. PHYSICAL DEMANDS: This position will be subject to substantial movements (motions) of the wrists, hands, and/or fingers. Must be able to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; viewing a computer terminal; and requires standing, sitting, bending and very little lifting or moving of heavy objects or materials.
