Job description

GovCIO is currently hiring for a Program Manager to oversee and manage the programs activities supporting the 39 IOS . This position will be located at Hurlburt AFB and will be an on-site position.
Responsibilities
The Program Manager (PM) serves as the senior technical and managerial lead for all aspects of the Cyber Operations Formal Training Support (CyOFTS III) contract, providing authoritative guidance, program oversight, and mission-aligned decision-making to ensure continuous, effective training delivery across all 39 IOS locations. The PM is responsible for orchestrating program execution, managing personnel, ensuring compliance with Air Force, DoW, and corporate standards, overseeing recruitment and retention of certified staff, maintaining readiness for mission changes, and ensuring all performance outcomes align with the PWS and government expectations. The PM also ensures seamless coordination across training development, instructional delivery, curriculum management, and cyber technical support functions to sustain the 39 IOS mission of delivering IQT, advanced CO/IO training, and USCYBERCOM 2000-level training.
  • Establish PMO/operating cadence for program management and transition
  • Participate in transition meetings and oversee staffing and mobilization of the workforce
  • Develop and implement corrective action plans when budget/schedule deviations arise
  • Provide metrics and briefings that support data driven decision making and defend mission/culture
  • Complete Monthly Status Reports
  • Program Management Review Slides
  • Establish a Risk Assessment Advisory Board for reach-back mitigation support; aggregate/monitor risks and maintain a Risk Management Plan
  • Manage the Personnel Qualification Matrix and staffing assignments

Qualifications
Required Qualifications
High School with 10+ years (or commensurate experience)
Required Skills and Experience
  • Clearance required: TS/SCI
  • 10+ years' program management experience with demonstrable experience leading multi-site programs
  • Strong leadership, project management, interpersonal, and communication skills (oral and written)
  • Deep knowledge of Cyber Operations (CO) and Information Operations (IO)
  • Demonstrated ability to recruit, train, and retain certified personnel
  • Strong organizational design and labor category alignment experience
  • Experience coordinating transition and phase-in/phase-out activities
  • Understanding of Air Force Instructional System Development (ISD) processes and the training lifecycle
  • Experience evaluating, reporting, and managing technical, training, and management deliverables
  • Knowledge of security clearance processes and personnel certification requirements
  • Program Management Professional certification

  • Master's Degree
  • Experience managing diverse technical areas, including network engineering, system administration, cybersecurity support, and DevOps activities that contribute to training environments.
  • Leadership experience in high-tempo, multi-tenant cyber or IT environments, aligning with CyOFTS III operational demands.
