DEPARTMENT: Community Corrections
WORK SCHEDULE: 8:00 a.m. - 4:30 p.m., M-F

Incumbent serves as Executive Director for Northeast Indiana Community Corrections, responsible for overseeing operations, performing fiscal activities, and supervising and directing assigned personnel.

Duties:

Oversees operations of correctional facility.

Supervises and directs assigned personnel, including analyzing workload, interviewing candidates, making hiring decisions, orienting new subordinates, planning and delegating work assignments, establishing specific work goals, training and motivating staff, determining significant changes in responsibilities, evaluating performance results, reviewing salaries, recommending personnel actions, keeping staff informed of organization developments, maintaining discipline, taking corrective action, and communicating and administering personnel programs.

Develops and manages budget and grants, oversees Project Income fund, creates statistical reports. Monitors expenses and income, including collections of fees, reconciliation, approving claims, and presenting proposed budget.

Conducts ongoing review and evaluation of facility operations, including researching trends and adjusting programming and policies as needed.

Oversees documentation of all violations.

Develops new programs, including researching and securing various funding streams, including overseeing grant application and administration. Prepares and submits reports for grants.

Supervises drug screenings.

Conducts executive team meetings.

Maintains current legislative laws, trends, and amendments.

Redirects anti-social attitudes and beliefs and affirms pro-social attitudes and beliefs.

Attends professional development workshops, training, and education as required. Performs related duties as assigned by the advisory board and/or the Judges.

I. JOB REQUIREMENTS:

Baccalaureate Degree in Management, Business Administration or Associates Degree in a related field and minimum of five (5) years of related experience. Law Enforcement experience preferred.

Ability to meet all Department hiring and retention requirements, including passage of a drug test, voice stress test, and background check.

Must not have prior felony arrests and/or convictions.

Thorough knowledge and understanding of management principles, practices, methods, and techniques, with ability to integrate administrative services with various personnel within Community Corrections.

Thorough knowledge of standard practices, policies, and legal requirements of programs and general operations of Department programs, with ability to effectively administer programs and lead department personnel accordingly in evidence-based practices.

Practical knowledge of basic accounting and bookkeeping standard practices and procedures, with ability to ensure proper preparation and administration of Department budgets and related financial procedures and controls.

Practical knowledge of grant funding procedures and grant programs, with ability to oversee and direct grant proposal process and administer grant funding.

Working knowledge of standard office procedures and basic computer skills, including data processing, spreadsheet, email, and Department-specific software/applications with ability to apply such knowledge to a variety of interrelated processes, tasks, and operations.

Working knowledge of filing systems with ability to create and maintain accurate and complete Department files.

Working knowledge of standard English grammar, spelling, and punctuation and ability to prepare detailed written reports within established deadlines.

Ability to properly operate standard office equipment, including computers, calculators, printers, scanners, and testing equipment.

Ability to supervise and direct assigned personnel, including analyzing workload, interviewing candidates, making hiring decisions, orienting new subordinates, planning and delegating work assignments, establishing specific work goals, training and motivating staff, determining significant changes in responsibilities, evaluating performance results, reviewing salaries, recommending personnel actions, keeping staff informed of organization developments, maintaining discipline, taking corrective action, and communicating and administering personnel programs.

Shall comply with all employer and Department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.

Ability to provide public access to or maintain confidentiality of Department information and records according to state requirements.

Ability to effectively communicate orally and in writing with co-workers, other County departments, advisory board members, officials from various governmental agencies, program participants, and their families, and the public including being sensitive to professional ethics, gender, cultural diversities, and disabilities.

Ability to competently serve the public with diplomacy and respect, including occasional encounters with hostile/violent persons.

Ability to understand, memorize, retain, and carry out oral or written instructions and present findings in oral or written form.

Ability to work alone with minimum supervision and with others in a team environment, and work on several tasks at the same time, often under time pressure.

Ability to plan and present public speaking presentations. Ability to count, compute, and perform arithmetic operations.

Ability to compare or observe similarities/ and differences between data, people, and things, analyze and evaluate data, and make data-driven decisions.

Ability to occasionally work extended hours, evenings, and weekends, and travel out of town for training and conferences. Ability to respond to emergencies on a 24-hour basis.

Ability to obtain and maintain Indiana Risk Assessment Certification.

Possession of a valid driver's license and demonstrated safe driving record.

II. DIFFICULTY OF WORK:

Incumbent performs a broad range of duties involving complex and complicated considerations and problems. Incumbent must frequently create new guidelines and approaches to deal with unique and novel circumstances that occur.

III. RESPONSIBILITY:

Incumbent performs a wide range of duties with significant impact on the primary objectives and programs of the department. Incumbent operates within general guidelines where desired results of the work product are clearly specified. Non-routine and unusual situations may be discussed with supervisors, and quality of performance is periodically assessed based on effect on Department goals and objectives and soundness of judgment.

IV. PERSONAL WORK RELATIONSHIPS:

Incumbent maintains communication with co-workers, other County departments, advisory board members, officials from various governmental agencies, program participants, and their families, and the public for purposes of exchanging information, providing solutions, instruction, and mentoring.

Incumbent reports directly to Northeast Indiana Corrections Advisory Board.

V. PHYSICAL EFFORT AND WORK ENVIRONMENT:

Incumbent performs duties primarily in a standard office environment and correctional facility involving sitting/walking at will, sitting for long periods, keyboarding, driving, lifting/carrying objects under 25 pounds, crouching/kneeling, bending, reaching, handling/grasping objects, close vision, color perception, hearing sounds/communication, and speaking clearly. Incumbent may be exposed to violent/irate individuals.

Incumbent is occasionally required to work extended hours, evenings, and weekends, and travel out of town for training and conferences. Incumbent is required to respond to emergencies on a 24-hour basis.
