Job description

Amazon Leo is a long-term Amazon program to increase global broadband access through a constellation of satellites in Low Earth Orbit (LEO). To enable Amazon Leo to achieve its mission, the Regulatory Team obtains licenses and approvals for space, services, ground-based infrastructure-such as the gateway stations that connect the Leo constellation to the internet and the user terminals that support customers-as well as the spectrum required to serve customers in each country where Leo will operate. We require licenses in each country where we will provide services, but there is no globally unified regulatory licensing regime for a LEO system like Amazon Leo.


The Sr. Technical Program Manager (TPM), Amazon Leo Regulatory, will define and set the course for licensing implementation, managing the technical and regulatory requirements and dependencies to ensure our licensing roadmaps for each country enable on-time service delivery at scale. This person will be the decision-maker for licensing execution and will be customer-facing, requiring exceptional communication skills and stakeholder management capabilities to coordinate effectively with senior leadership across multiple organizations.

The right candidate will have successfully managed multi-discipline telecommunications project initiatives, possess a well-rounded technical background in satellite communications, and demonstrate excellent verbal and written communication skills.
Key job responsibilities
Defines and manages complex licensing schedules and dependencies at scale, driving teams to deliver and meet service availability objectives for D2D services.
Manages licensing execution, defining and setting the course for licensing implementation across countries and regions.
Manages customer-facing communications and stakeholder relationships, demonstrating exceptional communication skills and great stakeholder and customer management to coordinate effectively with senior leadership


Extracts regulatory compliance requirements from license authorizations-including technical operational limits, RF exposure limits, and operational constraint zones-assigns responsibilities and assesses risks.
Identifies complex regulatory and technical risks, escalating appropriately to maintain compliance worldwide and prevent operational shutdowns.
Builds, organizes, and automates reporting mechanisms as a force multiplier, managing tools and dashboards to provide transparent program management status to all customers and stakeholders.
Communicates clearly, concisely, and accurately (written and verbal) with leadership and external stakeholders Catalyzes efficiencies and process improvements for faster business delivery.
Sets a course in the face of ambiguity to deliver independently, asking the right questions, clearing blockers, and escalating appropriately.

Citizen in order to comply with U.S. government-imposed requirements related to the nature of the work and/or where it will be performed.
A day in the life
In this role, you will define the licensing readiness approach for Direct to Device (D2D) and set the course for implementation, owning the cross-functional licensing schedules and ensuring compliance with license conditions. As the manager of licensing execution, you will work closely with Regulatory subject matter experts and country leads, other TPMs, Legal, Business, Ground Infrastructure, Engineering, and Export Control teams to ensure alignment with all stakeholders on a country and regional basis

This customer-facing position requires you to communicate clearly and effectively with leadership across Business, Ground Infrastructure, Ground Systems, CT, and Software teams, demonstrating great stakeholder and customer management.
As a Sr. TPM, you will design mechanisms to manage complex compliance and licensing processes, automate and streamline processes, and track progress. You will manage end-to-end implementation of license acquisition schedules, maintenance, and fulfillment of authorization obligations globally

About the team
The Regulatory Team obtains licenses for Amazon Leo services and earth stations in each country we will serve, advocates for rules and policies that benefit our customers, coordinates spectrum-use with satellite and terrestrial operators, files our constellation parameters with the International Telecommunication Union (ITU), and develops the data and analyses to support these activities. We partner with the Legal and Public Policy teams and work in close collaboration with Public Affairs and Amazon Leo's development, operations, and business teams.

The Regulatory Team is organized into four sub-teams: Global Licensing, Domestic Regulatory Affairs, International, and Spectrum Analysis and Systems Engineering.
