Job Summary:

The Senior Program Manageris responsible for managing the development of new products or services. They oversee all aspects of a project, from planning and design to execution and delivery. Senior program managers may also be tasked with overseeing multiple projects at once. They use their knowledge of organization and management tactics to provide structured expertise to companies within their industry. They are responsible for overseeing the implementation of company programs or initiatives that could potentially help a company gain leverage over its competitors and achieve a higher level of success.

This position includes line management and supervisory duties. The Senior Program Manager is responsible for line management duties for those employees that perform work for those contracts the Senior Program Manager is responsible for in addition to those employees that report directly to them within the organization.

Duties/Responsibilities:
  • Independently manage an assigned portfolio of contracts including client relations, employees, independent contractors, subcontractors (teaming partner staff), deliverables, and financial performance
  • Ensure that contracts have adequate funding and monitor project performance continuously.
  • Develop and submit monthly reports on contracts (as required) per established format.
  • Identify new opportunities for growth within existing contracts working with clients and staff.
  • Work with recruiting to identify, select, and propose qualified candidates to clients for consideration/selection (ensure recruiting clearly understands requirements for positions)
  • Work with Human Resources and Facility Security Officer regarding onboarding of new staff
  • Perform duties as the line manager for those employees who are direct reports.
  • Perform Annual Performance Appraisals for assigned staff and conduct regular periodic (i.e., quarterly/monthly) employee engagement sessions.
  • Review and approve weekly timesheets, checking for accuracy and working with employees to correct errors.
  • Review and approve expense reports (i.e., travel, professional development, etc.), checking for accuracy and compliance with company as well as FTR requirements, and working with staff to correct errors and deficiencies.
  • Review and approve invoices from independent contractors and subcontractors, checking for accuracy and completeness, and work to resolve any issues.
  • Work with finance and accounting to resolve issues.
  • Work with the contracts team to ensure subcontracts are accurate and complete.
  • Provide support to business development on contract proposals as requested.
  • Identify new opportunities for growth with existing clients.
  • Review CPARs and provide feedback where warranted.
  • Flexible location; preference for proximity to a DOE or NNSA site, including New Mexico, Oak Ridge, Tennessee, or Idaho Falls, Idaho.
  • Monday through Friday during standard business hours, with weekends and holidays as required.
  • Ability to work efficiently and effectively from a home office.
  • Ability to travel periodically to client sites.
Requirements and Education:
  • Bachelor's degree in a technical discipline or Project Management (or equivalent).
  • Minimum 15 years of program/project management experience managing DOE/NNSA/DoD contracts.
  • Experience working with Excel, Word, Outlook, CostPoint Deltek, and scheduling software.
  • Project Management Professional (PMP) certification (preferred)
  • Active DOE Q or ability to obtain.
  • Demonstrated ability to lead and serve on teams.
  • Effective and accurate verbal and written communication skills.
  • Technical Writing Ability in support of reports and proposals.
  • Familiarity with project management tools, methodologies, and best practices.
  • Experience managing projects/contracts through their full life cycle (Award to Closure).
  • Excellent analytical and problem-solving skills.
  • Strong interpersonal and team-building skills.
  • Strong self-starter and ability to take initiative with limited direction.
  • Ability to work extra hours as required to ensure that deliverables are completed on time and accurately.
