This is a remote position.

Title: Senior Proposal Manager

Location: Remote or Northern, VA

Terms: Full-Time/Permanent


Overview:

The Senior Proposal Manager will lead and manage the proposal development efforts across the company’s federal business portfolio. Reporting to the Vice President of Growth, this person will oversee the full proposal lifecycle while developing and maintaining the processes, tools, content, and infrastructure necessary to improve the organization’s ability to win new business.


Working closely with business development, capture managers, project managers, subject matter experts, contracts, finance, and executive leadership, the Senior Proposal Manager ensures proposal submissions are compliant, compelling, and aligned with customer requirements and capture strategies. This role also maintains and improves proposal operations, including content management, proposal libraries, resume databases, past performance repositories, templates, and proposal processes supporting opportunities across the Department of Defense, Department of Homeland Security, U.S. Coast Guard, Defense Logistics Agency, U.S. Transportation Command, and other federal customers.


Responsibilities:

  • Lead proposal efforts from solicitation release through final submission.

  • Develop proposal schedules, compliance matrices, outlines, assignments, review plans, and production schedules.

  • Coordinate proposal activities across business development, capture, operations, finance, contracts, and executive leadership.

  • Manage proposal kickoff meetings, status reviews, color team reviews, and final production activities.

  • Ensure all proposal submissions are compliant, complete, and submitted on time.

  • Facilitate Pink, Red, Gold, and Executive Review processes.

  • Draft, edit, and refine proposal content including executive summaries, management approaches, staffing plans, transition plans, resumes, and past performance narratives.

  • Support development of win themes, discriminators, graphics, and executive messaging.

  • Review proposal content for clarity, consistency, compliance, and quality.

  • Assist with oral presentations, demonstrations, and customer-facing proposal activities as required.

  • Develop and maintain the proposal management processes, templates, and standard operating procedures.

  • Maintain the corporate proposal library, content repository, and reusable proposal assets.

  • Manage the company’s resume database and coordinate updates with project teams.

  • Maintain and enhance the corporate past performance repository.

  • Develop and maintain proposal schedules, checklists, compliance tools, and proposal job aids.

  • Identify opportunities to improve proposal quality, efficiency, and responsiveness.

  • Support capture managers during opportunity qualification and pursuit planning activities.

  • Assist with bid/no-bid reviews, opportunity assessments, and gate reviews.

  • Conduct research and competitive analysis to support strategic pursuits.

  • Support development of customer profiles, competitor profiles, and market intelligence.

  • Assist in developing teaming packages, capability statements, and pursuit materials.

  • Evaluate and implement tools that improve proposal efficiency and quality.

  • Support adoption of artificial intelligence and automation tools for proposal development.

  • Identify best practices and lessons learned from completed proposals.

  • Recommend process improvements that increase proposal effectiveness and win probability.

  • Support maintenance of capability statements, marketing collateral, qualification packages, and corporate experience materials.

  • Provide proposal and business development reporting to leadership as requested.

  • Support strategic growth initiatives and special projects.



Requirements

Basic Qualifications:

  • Bachelor’s degree in English, Communications, Business, Public Administration, Marketing, or related field, or equivalent experience.

  • 7+ years of federal proposal management experience.

  • Demonstrated experience managing complex federal proposals from solicitation through submission.

  • Strong understanding of federal acquisition processes and proposal requirements.

  • Exceptional writing, editing, communication, and organizational skills.

  • Experience facilitating color team reviews and managing proposal schedules.

  • Experience developing compliance matrices, outlines, proposal templates, and review packages.

  • Proficiency with Microsoft Office Suite, SharePoint, Adobe Acrobat, and collaboration tools.


Preferred Qualifications:

  • Experience supporting Department of Defense, Department of Homeland Security, U.S. Coast Guard, DLA, USTRANSCOM, or related federal customers.

  • Experience supporting opportunities valued at $10M-$100M+.

  • Familiarity with Shipley-based proposal methodologies.

  • Experience developing proposal graphics and executive-level presentations.

  • Experience implementing AI-enabled proposal development tools and content management systems.

  • Active Secret Clearance or ability to obtain and maintain one.

  • Restricted to U.S. persons as defined under 8 U.S.C. 1324b(a)(3).
