Job description

RESPONSIBILITIES:
Kforce has a client in Tempe, AZ that is seeking a Business Analyst.
Duties:
* Lead the program administration and evolution of an enterprise software application suite for a state Department of Motor Vehicles (DMV)
* Provide cross-domain and cross-disciplinary expertise across programs and technology solutions
* Collaborate with both business and technical teams to align activities with the agency's strategic goals
* Serve as a key contributor in a dynamic team environment to deliver high-quality solutions
* Oversee long-term planning, program delivery, team coordination, and quality assurance
* Manage an enterprise-level IT program for the Agency, aligned with customer satisfaction, safety, quality, and performance targets
* Lead a team with diverse roles and responsibilities across technical and functional areas
* Establish and manage long-term program goals, timelines, and milestones
* Provide current and future-state analysis to internal and external stakeholders
* Communicate status, risks, and recommendations to senior business and technical leadership
First 30 days:
* Learning their assigned functional area
* Attending meetings and taking detailed notes
* Scribing discussions and documenting decisions
* Tracking action items
* Preparing for gap analysis sessions
* Supporting and reporting findings to the Lead BA
* Since they will be new to the domain, they will not be expected to lead discussions initially
Once they become familiar with the business area (after 30 days), they will begin:
* Writing user stories
* Participating more actively in requirements gathering and analysis
* Needs a strong understanding of business analysis fundamentals and best practices.
* Should not require coaching on core BA concepts such as:
* What a user story is
* Standard BA processes and deliverables
REQUIREMENTS:
* 5+ years of experience in strategic program or project management
* Demonstrated experience in Managing complex IT programs and leading multifunctional teams
* Demonstrated experience in Agile software development methodologies
* Demonstrated experience in Risk analysis and stakeholder management
* Demonstrated experience in Driving project/program success through cross-functional collaboration
* Demonstrated experience in Implementing and managing organizational changes and interventions
* Software deployment project experience
* Experience integrating Microsoft Project with SharePoint and Azure DevOps Server (formerly TFS)
* Strong understanding of project management theory (e.g., critical path, risk management, triple constraints, lifecycle)
* Proficient in Microsoft Project, including advanced features and functionality
* Exceptional verbal and written communication skills
* Comfortable presenting complex analysis to diverse stakeholders
* Skilled in collecting, synthesizing, and analyzing project and program data
* Able to author clear and concise status reports for executive audiences
* Capable of drawing actionable conclusions and making informed recommendations
Preferred:
* Prior experience managing enterprise software upgrades or replacements in regulated environments
* Familiarity with government or public sector project environments - specifically in motor vehicle departments
The pay range is the lowest to highest compensation we reasonably in good faith believe we would pay at posting for this role. We may ultimately pay more or less than this range. Employee pay is based on factors like relevant education, qualifications, certifications, experience, skills, seniority, location, performance, union contract and business needs. This range may be modified in the future.
We offer comprehensive benefits including medical/dental/vision insurance, HSA, FSA, 401(k), and life, disability & ADD insurance to eligible employees. Salaried personnel receive paid time off. Hourly employees are not eligible for paid time off unless required by law. Hourly employees on a Service Contract Act project are eligible for paid sick leave.
