Description
POSITION PURPOSE:
CORE seeks an experienced Safeguarding Advisor to support the development, implementation, and oversight of CORE's global safeguarding framework. This role will work closely with country and HQ leadership to strengthen safeguarding policies, build staff capacity, coordinate investigations, and ensure compliance with CORE's safeguarding obligations across all programs and operations.
KEY RESPONSIBILITIES & REQUIREMENTS
Policy & Compliance:
  • Review and update CORE's Safeguarding Policy on a regular basis, ensuring alignment with current best practices and relevant legal frameworks.
  • Prepare and review communications with donors, regulatory bodies, and third parties regarding safeguarding violations.
  • Contribute to a positive organizational culture through consistent application of CORE's Code of Conduct and safeguarding policies.

Guidance & Capacity Building:
  • Develop guidance materials for country leadership on managing safeguarding issues, including referral pathways and recommended response actions.
  • Identify interdepartmental safeguarding referral pathways and advise on recommended actions for reported concerns.
  • Oversee annual training of staff on CORE's Safeguarding Policy and support capacity building for staff, partners, and stakeholders on safeguarding issues.
  • Assist with developing, coordinating, and recommending improvements to safeguarding workflows across country programs and corporate business units.

Investigations & Incident Management:
  • Lead the coordination of safeguarding investigations, ensuring each investigation is conducted in an objective, fair, thorough, unbiased, and timely manner.
  • Provide written updates on safeguarding issues to program teams, as appropriate.

Coordination & Engagement:
  • Organize and facilitate monthly meetings of Global Safeguarding focal points.
  • Collaborate with HQ and country leadership to ensure safeguarding considerations are integrated across CORE's programs and operations.

Deliverables:
1. Policy & Compliance
  • Updated Safeguarding Policy, reviewed and revised in line with current best practices and applicable legal and donor requirements.
  • Reviewed communications to donors, regulatory bodies, and third parties on any safeguarding violations, as needed.

2. Guidance & Capacity Building
  • Guidance document for country leadership on managing safeguarding issues, including referral pathways and recommended actions.
  • Mapped interdepartmental referral pathways for safeguarding concerns.
  • Delivered annual safeguarding training for staff; training materials and attendance records provided.
  • Recommendations report on safeguarding workflow improvements across country programs and business units.

3. Investigations & Incident Management
  • Safeguarding investigations coordinated and documented in accordance with CORE's standards; investigation summaries provided to leadership as appropriate.
  • Timely written updates on safeguarding matters provided to relevant program teams.

4. Reporting & Communication
  • Monthly Global Safeguarding focal point meetings facilitated; meeting notes and action items documented and distributed.
  • Regular written reports to CORE leadership summarizing safeguarding activities, findings, and recommendations throughout the engagement.

Terms: 8 days per month
Daily Rate: $500 per day
