SAIC's Business Management represents the full depth and breadth of the acquisition value chain - from the sell side (customer engagement and strategy development) to the buy side (program execution, strategic alliances, supply chain management and subcontractor development). We are the full acquisition organization that supports our external and internal customer mission. Our dynamic team of acquisition professionals support key business areas and strategy for SAIC.
SAIC's Business Management organization is seeking a Subcontracts Sr. Principal to manage subcontracts and proposals with the Army and Navy Department of Defense and other various Defense Agencies.
This individual must be able to work in a high-paced, team environment and must be organized and detail-oriented. Individual must also be able to work independently in addition to working in a team environment. This individual will serve as a strategic partner to key stakeholders throughout the capture, proposal, and contract execution phases. This position requires the ability to multi-task and work several projects concurrently in a fast-paced environment. The individual shall be a confident, organized and detail-oriented team player with the ability to foster and build collaborative business relationships. This position is 100% remote nationwide. This position does not have direct reports.
This position is fully remote.
The Subcontracts Sr. Principal must be self-motivated with the ability to navigate through contractual, legal and complex issues while possessing the following skillset:
  • Ability to function well in a fast-paced, dynamic work environment.
  • Ability to manage multiple projects and tasks simultaneously.
  • Ability to effectively influence, negotiate, and communicate with internal and external business partners/customers and interact with senior leadership of the Business Group.
  • Ability to resolve highly complex issues, develop negotiating strategies and provide creative solutions.
  • Strong interpersonal, written and oral communication skills.

Typical Responsibilities Include:
  • Develops, negotiates and administers subcontract agreements and executes other aspects of the acquisition process in development of new business proposals and resultant subcontract agreements of high dollar value, risk, creativity and complexity.
  • Member of the proposal process involving Request for Proposal/solicitations. Prepares bid packages, conducts bidders' conferences, develops evaluation criteria, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes subcontract packages for review, prepares awards and administers resulting subcontracts.
  • Will be required to analyze proposals for all areas of compliance (cost/T&C/etc.) and will be involved in supplier negotiations leading to subcontract awards with subcontractors of various size and capabilities within the industry. Must understand cost/price analysis concepts and tools and be able to implement and complete analysis on moderate complexity supplier proposals.
  • Has some autonomy for the assigned area of responsibility and acts as staff expert for company practices and policies and governing customer acquisition requirements for all procurement acquisition contract activities.
  • Works independently under limited direction and relies extensively on independent judgment. Requires little instruction on progressively more complex new assignments. May lead and direct multiple teams to obtain business solutions on complex, nonstandard subcontract agreements. May supervise and serve as a mentor for less experienced staff.
  • Regularly interacts with internal customers, management (at all levels) with regard to acquisition requirements and issue resolution. Participates in the development of solutions to a variety of problems moderate in scope and complexity.
  • Requires comprehensive knowledge and extensive experience, and the ability to perform non-routine job requirements within the scope of the position. Determines methods and procedures on new assignments may serve in a lead role and provide guidance to other personnel. Analytical, communication, and presentations skills needed as well as the ability to operate independently. Advanced knowledge of business principles such as procurement, business and contract law, finance and accounting. Requires broad-based experience in procurement and related functions, with particular emphasis on negotiation and contract administration.
  • Ensures post award compliance on the supplier's performance (cost, and all other terms and conditions) of awarded agreements.
  • Responsible for ensuring supply base is capable and prepared to support production rates on all programs.
  • Contributes to the completion of organizational projects and goals.
  • Works under only general direction. Independently determines and develops approach to solutions. Plans schedules and arranges own activities in accomplishing objectives. Work is reviewed upon completion by management to measure progress in meeting objectives.

Qualifications
REQUIRED EDUCATION:
  • Bachelor's Degree in Business Administration or a related business discipline, or the equivalent combination of education, professional training or work experience.

Required Qualifications:
  • Ten - Fifteen (10-15) years of related experience; or master's and ten (10) years or more experience.
  • Security clearance a plus.
  • Experience with Microsoft Office (Outlook, Word, Excel, and PowerPoint).
  • Must have understanding of the government acquisition process.
  • Working knowledge of FAR and Public Laws relating to subcontracting.
  • Experience with developing acquisition strategies for emerging technology (e.g., AI, cloud computing, etc.) including identifying and assessing new technology opportunities, understanding market trends and client landscapes, creating comprehensive acquisition plans, and ensuring alignment with organizational goals and regulatory requirements. The candidate should have a track record of successfully navigating the challenges associated with emerging technologies, such as risk management, rapid innovation cycles and evolving standards.
  • Experience with as-a-service models (e.g., Software-as-a-Service, Infrastructure-as-a-Service, Platform-as-a-Service).
  • Subcontract proposal experience is required; experience working with GWACs, GSA Schedules, Master Agreements, and various contract vehicles (i.e., Alliant II, GSA MAS, T4NG 2, etc.) is desired but not required.
  • Demonstrated ability to think critically and make informed decisions.
  • Excellent oral and written communication skills are required.
  • Strong organizational skill and ability to handle a fluctuating workload and multiple priorities.
  • Professional certification (CPCM/CFCM) a plus.
