About the Role
Merk Construction Corporation is seeking a Senior Construction Project Manager to lead complex infrastructure, building, and community development projects from preconstruction through closeout. This senior role is responsible for delivering multiple construction projects safely, on time, within budget, and in alignment with client, funding, compliance, workforce, and community priorities. The Senior Construction Project Manager serves as a primary point of coordination between Merk and PGNS leadership, field teams, clients, public agencies, subcontractors, consultants, funding partners, regulatory agencies, community stakeholders, and other project partners.
This is a highly communication-driven leadership role. The successful candidate must communicate exceptionally well, with a consistent commitment to client transparency, respect, responsiveness, and trust-building.
Key Responsibilities• Lead multiple infrastructure, building, and/or community development projects from proposal, planning, and preconstruction through construction, closeout, and warranty.
• Develop and manage project execution strategies that align scope, budget, schedule, procurement requirements, funding conditions, workforce goals, and community
priorities.
• Coordinate internal and external project resources, including Project Managers, Assistant Project Managers, superintendents, estimators, consultants, vendors, and
subcontractors.
• Maintain clear, timely, and accurate communication regarding project status, schedule, budget, risks, changes, decisions, funding requirements, compliance obligations, and community impacts.
• Promote transparency with clients by identifying issues early, communicating risks honestly, providing practical solutions, and preventing avoidable surprises.
• Oversee project budgets, schedules, cost forecasts, cash flow, billing, change orders, contingency usage, and financial performance.
• Monitor project and portfolio-level risks and develop mitigation plans to protect project schedule, budget, quality, funding eligibility, and client satisfaction.
• Ensure assigned projects comply with applicable Tribal, federal, state, local, funding, procurement, permitting, safety, environmental, cultural, and reporting requirements.
• Support implementation of Tribal Employment Rights Ordinance requirements, Indian Preference Plans, local hire goals, workforce participation commitments, and community benefit objectives when applicable.
• Lead, mentor, and support project teams while promoting accountability, collaboration, respect, safety, quality, and service to clients and communities.
Required Qualifications
• At least 10 years of progressive construction project management experience, including responsibility for budget, schedule, subcontractors, client communication, change management, and project closeout.
• Demonstrated experience managing complex construction projects, including vertical construction and preferably infrastructure, civil, utility, public works, transportation,
community facilities, housing, water/wastewater, broadband, or Tribal/public-sector projects.
• Experience managing multiple projects or a portfolio of projects with values typically ranging from approximately $1M to $50M.
• Strong knowledge of construction contracts, procurement, cost control, scheduling, estimating, subcontractor management, change orders, claims, closeout, and project
documentation.
• Ability to read and interpret construction drawings, specifications, contracts, schedules, budgets, funding agreements, compliance requirements, and technical project documents.
• Exceptional written, verbal, and interpersonal communication skills, with demonstrated ability to communicate transparently and respectfully with clients, public agencies, community stakeholders, field teams, subcontractors, consultants, and executive leadership.
• Ability to travel to project sites and client locations as required.
Preferred Qualifications
• Experience with Tribal governments, Tribal enterprises, Tribal communities, federal Tribal programs, public agencies, or community infrastructure partners.
• Experience with federally funded, grant-funded, or public-sector construction projects.
• Familiarity with TERO requirements, Indian Preference Plans, local hire commitments, apprenticeship programs, workforce development initiatives, and community benefit agreements.
• Experience with BIA, IHS, HUD, USDA, DOT, EPA, NTIA, or similar federal infrastructure funding programs.
• Bachelor's degree in Construction Management, Civil Engineering, Architecture, Business Administration, Public Administration, or a related field.
• Relevant professional certifications such as PMP, CCM, LEED, DBIA, OSHA 30, or equivalent construction/project management credentials.
Work Environment and Travel
This role requires a combination of office-based work, field coordination, client meetings, agency meetings, and project-site visits. Travel may be regional or nationwide depending on project assignments.
Project work may require visits to active construction sites and may involve exposure to typical construction-site conditions, including uneven terrain, weather, noise, equipment, safety protocols, and field operations.

• Maintain a valid U.S. driver's license and proof of insurance.
• Ability to travel to project sites and client locations as required.
