POSITION SUMMARY:ย ย Theย Compliance Managerย is responsible forย overseeing the Complianceย departmentย specialists and coordinators. The primary responsibilities of the Compliance Manager are to implement policies and procedures to ensure organizational compliance relevant to Dominium's affordable housing programs, including theย Low Incomeย Housing Tax Credit Program (LIHTC), Project Based Section 8, Tax Exempt Bond, and HOME programs. In addition, the Compliance Managerย is responsible forย identifyingย best practices and evaluating improvement opportunities.ย 

ESSENTIAL FUNCTIONS:ย ย 

  1. Oversees the performance and daily responsibilities of Compliance Coordinators and Compliance Specialists.ย 
  2. Resolves complex compliance issues, with a focus on underperforming assets.ย 
  3. Coordinates and completes all annual owner reporting requirements.ย 
  4. Reviews monthly financial statements for Watch List properties,ย identifiesย operational challenges and opportunities, reviews variance analyses, supports the development of action plans and performance goals, andย participatesย in executive summary discussions and Watch List meetings as needed.ย 
  5. Partners with department leadership to establish and achieve departmental goals and objectives.ย 
  6. Develops, implements, and oversees compliance training programs and initiatives.ย 
  7. Serves as a subject matter expert for agencies and stakeholders on funding program requirements, including SAIL and SHIP.ย 
  8. Serves as the Enterprise Income Verification (EIV) Coordinator by managing user access, tracking required cybersecurity and compliance training, completing semi-annual access recertifications, and overseeing compliance across HUD systems including TRACS, PASS, and IMAX.ย 
  9. Serves as the SAVE Coordinator and manages system access and compliance requirements.ย 
  10. Participates in intake and critical path meetings for acquisitions, new construction, and re-syndication projects.ย 
  11. Conductsย complianceย due diligence reviews of proposed agreements and provides guidance on regulatory requirements.ย 
  12. Supports Development byย assistingย with tax credit delivery schedules and processing Form 8609 documentation.ย 
  13. Develops andย maintainsย professional relationships with key external stakeholders, including lenders, syndicators, appraisers, assessors, inspectors, regulatory agencies, and industry professionals.ย 
  14. Performs other duties as assigned.ย 

QUALIFICATIONS:ย (Knowledge, Skills, Abilities, Education, Training andย Experience.)ย ย ย 

  • Bachelorโ€™s degree and/or a minimum of ten (10) years of hands-on rental real estate experience.ย ย 
  • Minimum of five (5) years of successful experience administering Housing Tax Credit programs.ย ย 
  • Proficiencyย with Microsoft Office Suite, ability to learn new systems, and Yardi experience preferred.ย ย 
  • Knowledge of HUD Section 8 and Section 236 compliance requirements.ย ย 
  • Knowledge of multi-state housing agency compliance and reporting requirements.ย ย 
  • Certified Occupancy Specialist (COS) and Housing Credit Certified Professional (HCCP) designationsย required, with continuing educationย maintainedย annually.ย ย 
  • Strong verbal and written communication skills in English.ย ย 
  • Ability to analyze financial and compliance-related information and perform income calculations; general accounting knowledge preferred.ย ย 
  • Strong organizational, analytical, and problem-solving skills with the ability to interpret and apply regulations across multiple programs andย jurisdictions.ย ย 
  • Valid driverโ€™s license and ability toย operateย a motor vehicle.ย ย 
  • Ability to travel, including occasional overnight travel.ย 

Pay Range: $80,000 - $85,000/year + bonus potentialย
