RESPONSIBLE TO:CHIEF ADMINISTRATIVE OFFICER, LEGACY

SUMMARY:
The Low-Income Housing Manager is responsible for the coordination of all admissions into the Low Income Chapel Court Apartments and Chapel Court Living. This position is also responsible for: tours, receiving inquiry phone calls, keeping the waiting list updated, counseling and supporting families, keeping admission packets current and in compliance with state and federal Tax Credit/HTF regulations, certification of households at move-in and annually, case management post hospitalization for tenants, and marketing our services to the health care community and public.
ESSENTIAL JOB FUNCTION: Housing Manager and Life Enrichment
Work collaboratively with other departments within St. John's United as well as senior service providers within the community and region.
Requires the full understanding and active participation in fulfilling the mission of St. John's United
Work with Life Enrichment team to facilitate engagement opportunities at Chapel Court.
Foster a positive, inclusive culture that promotes engagement, collaboration, and a strong sense of community.
Work cooperatively with other staff members to develop monthly activity calendars and bulletin boards for residents
Contact new tenants and assess their abilities, needs and choices of activities
Coordinate and Lead Resident Council monthly
Work with Volunteer Coordinator for community engagement
Oversees front desk and staff, life enrichment, common grounds and transportation staff in this area
ESSENTIAL JOB FUNCTION: File Management, Reporting, and Documentation Duties
Responsible for all new tenant and recertification tenant files and accompanying paperwork
Certification/re-certification of households into Montana Board of Housing Certification on Line (COL) system.
Create, maintain, and monitor client files to ensure compliance with all audit and program requirements
Coordinate and prepare program documentation including monthly and annual reports
Complete and review move-in files for completion and accuracy to ensure they meet applicable standards and rules of program
ESSENTIAL JOB FUNCTION: Asset Management Duties
Coordinates with maintenance supervisor and staff regarding move-outs, work orders, and any other items relating to tenant charges.
Unit inspections to ensure program compliance
Ensure property is maintained in good condition, free of safety or health hazards
Resolve tenant issues/complaints in timely manner
Issue notices for lease violations
Issue group communication to tenants for site/building specific information
ESSENTIAL JOB FUNCTION: Marketing, Lead Interfacing, Touring
Responsible for marketing of Chapel Court within community, keeping MT Housing Search updated
Responds to leads in timely manner, providing appropriate materials and application
Provides tours to prospective tenants
Monitors census at Chapel Court and reports regularly to administration and business office.
Manages waitlist in accordance with tenant selection criteria and fair housing standards.
Keeps track of available and upcoming rooms and initiates applications in appropriate order.
Works collaboratively with case management team designees to keep campus case management list updated.
Demonstrates high ethical principles and promotes the high standards of integrity and mission-based care.
Maintains training requirements as specified in MBOH QAP and Compliance Manual for Fair Housing, LIHTC certifications.
Performs other duties as assigned.

Follows policy and procedures on annual influenza vaccinations.

REQUIREMENTS:
Minimum Requirements:
Bachelor's preferred/Certifications in related Field (BSW or Human Services)
Property Management experience preferred
Two-years customer service experience preferred
LIHTC National Certification/Fair Housing training or ability to complete within 6 months of hire.
Knowledge, skills, and abilities required:
Must have excellent communication skills - both written and verbal- with residents, families, staff, physicians and the community including a "team" oriented approach and Creative problem-solving skills.
PHYSICAL DEMANDS:
Requires minimal lifting functions
Requires moderate bending, standing and reaching activities
WORKING CONDITIONS:
Normal office setting. No hazardous material exposure
This position requires the ability to function independently in performing assigned duties
