Job description

Summary
This position is located in the Veterans Benefits Administration, Fiduciary Hub at the Lincoln Regional Office. The Management Analyst is primarily responsible for providing overall advice and assistance to the Fiduciary Hub Manager (FHM), Assistant Fiduciary Hub Manager (AFHM), and Fiduciary Hub (HUB) staff on the objectives, goals, effectiveness and efficiency of the Fiduciary Hub programs and operations.

Specific duties include:
  • Conducts a general review of division accomplishments and goals.
  • Develops, analyzes, evaluates, advises on and improves the effectiveness of work methods and procedures, and reports findings to management.
  • Performs studies and analysis of management functions to improve the management of the organization, budget, staffing, and day-to-day operations.
  • Recommends solutions on inter-team issues and matters with external factors. Provides support to Division management on significant issues that include policies, division goals and objectives, and internal controls.
  • Serves as the Internal Control Coordinator (Systematic Analysis of Operations and Management Control Plan) and is responsible for compiling and tracking the Management Control Plan.
  • Facilitates organization planning and oversees publication of policies and procedures.
  • Serves as a representative for VA, state, and other agencies in task force and board assignments.
  • Uses a wide range of qualitative and quantitative methods to assess management processes and procedures.
  • Prepares performance, workload, and other reports for review at all levels.
  • Conducts non-financial internal audits to determine division compliance with policies and regulations, and to evaluate effectiveness of program administration.
  • Utilizes Microsoft software and other applications to prepare documents, spreadsheets, databases, presentations, and other output for Fiduciary Hub Manager.
  • Assists with actions with new employees as well as employees leaving the agency or moving divisions (creation or deletion of accounts, facilitating systems access for multiple systems- many of which require individual tickets, removing systems access, etc.)
  • Coordination of out-based employee needed HR support to include PIV cards, some hiring duties as needed.
  • Administration duties such as travel vouchers processing as well as back-up timekeeping duties.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-9/11.
Work Schedule: Fulltime, Monday - Friday 8:00 am - 4:30 pm
Compressed/Flexible: Yes
Telework: Yes - This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval. Routine or recurring telework is not authorized for this position.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement:08/20/2026.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
  • For a GS-09 position you must have served 52 weeks at the GS-07 level.
  • For a GS-11 position you must have served 52 weeks at the GS-09 level.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:
GS-09 Grade Level:
  • Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade level (GS-07). Specialized experience is defined as experience applying analytical and evaluative techniques, and regulations, policies, and precedents to conduct analysis of complex issues, work functions or work processes.
  • Education Substitution: : Applicants may substitute education for the experience required to qualify at the GS-09 grade level. Note: coursework must have equipped you with the knowledge, skills, and abilities described in the "How You Will Be Evaluated" section of the announcement.
    • Master's or equivalent graduate degree; or
    • Two (2) full years of progressively higher-level graduate education leading to such a degree; or
    • LL.B. or J.D., if related to the duties of this position.

GS-11 Grade Level:
  • Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade level (GS-09). In addition to meeting the specialized experience at the GS-9 level, the applicant must document experience in diagnosing problems within the organization and implementing plans and means to make improvements and/or implement change; or experience developing the design of business processes, systems, technology, and/or job roles.
  • Education Substitution: Applicants may substitute education for the experience required to qualify at the GS-11 grade level. Note: coursework must have equipped you with the knowledge, skills, and abilities described in the "How You Will Be Evaluated" section of the announcement.
    • Ph.D or equivalent doctoral degree; or
    • Three full years of progressively higher-level graduate education leading to such a degree or LL.M, if related to the duties of this position

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
